Grant Description

The New York State Office of Mental Health, or OMH, is soliciting proposals for the Older Adult Technical Assistance Center, or OATAC, under Statewide Financial System identifier MH263035. The center will support and improve service delivery for geriatric service demonstration programs funded through the Teams to Promote Aging in Place in OMH Supportive Housing, or TPAP, grant. The underlying geriatric service demonstration program is authorized through Section 7.41 of the Mental Hygiene Law and is intended to address unmet behavioral health, physical health, and social support needs among older adults in New York State. TPAP focuses on OMH supportive housing residents aged 55 and older, as well as residents younger than 55 who have complex medical conditions necessitating homecare. OATAC will provide programmatic, evaluation, and fiscal technical assistance designed to promote quality of care, positive outcomes, cross-disciplinary training, best practices, and sustainability of the TPAP projects. The selected OATAC contractor will assist TPAP grantees with initial planning and program installation, cross-disciplinary training, sharing of best practices, evaluation, and sustainability planning. Required technical assistance includes clinical and programmatic best practices; development and maintenance of interdisciplinary and community partnerships; fiscal practices, billing, and sustainability strategies for behavioral health and aging services in New York State; and use of ongoing program evaluation for quality improvement. OATAC must collaborate with subject matter experts from OMH and the New York State Office of Addiction Services and Supports on appropriate hiring, training, supervision, and use of mental health and substance use or gambling peer professionals. The center must also provide resources and training to community behavioral health providers serving older adults throughout New York State, including rural areas, using methods such as face-to-face training, distance learning, webinars, coaching calls, and individualized consultation. Technical assistance must be available on a regular schedule of at least once per month and as needed. One award will be made for 200000 annually for five years, for total funding of 1000000. Funding is contingent on continued availability of State appropriations. The five-year budget must comply with an indirect cost or administrative overhead cap of 15 percent. Providers must follow Consolidated Fiscal Report Ratio-Value guidance, which excludes equipment and property from the direct cost base, and Federal Negotiated Indirect Cost Rate Agreements are not allowable. Travel costs included in the budget must conform to New York State travel reimbursement rates. The OATAC is also expected to coordinate and co-facilitate with OMH an annual in-person project site visit for each grantee and annual in-person learning collaboratives involving all grantees, generally in Albany, New York, or another agreed location, with anticipated travel for three to six staff. No cost share or matching contribution is stated as a requirement. Eligible applicants are not-for-profit agencies with 501(c) incorporation. All not-for-profit applicants must be registered in the Statewide Financial System and successfully prequalified by the proposal deadline. An organization that is not prequalified may initiate and complete a bid response but will not be permitted to submit it for consideration. Applications must be submitted through SFS; mailed, hand-delivered, emailed, and other electronic submissions are not accepted. Applicants must use the proposal template supplied in the Event Comments and Attachments section of SFS. The proposal template and supporting attachments must be combined into one continuous PDF, with attachments clearly labeled to the applicable question, while the five-year operating budget must remain in Excel format. The required materials also include the Provider Contact form, Sexual Harassment Prevention Certification, and Gender-Based Violence and the Workplace Certification. A workplan is not required at the application stage. The proposal narrative is evaluated across five areas totaling 100 points: Qualifications, 25 points; Content Areas, 25 points; Technical Assistance and Reporting, 20 points; Diversity, Equity, Inclusion and Recipient Input, 10 points; and Financial Assessment, 20 points. The technical evaluation is conducted by at least three evaluators, while the financial assessment is scored separately using the operating budget and budget narrative. Final technical scores are averaged and applied with the financial assessment to determine final scores. Any proposal receiving less than 70 points is eliminated from consideration. In the event of a tie, the proposal with the higher score for Content Areas is ranked higher. One award will be made to the highest-scoring applicant. OMH may reassign a contract for reasons including failure to meet start-up milestones, failure to meet contract deliverables, or poor performance outcomes. The RFP was released August 27, 2026. Written questions are due September 17, 2026 and must be emailed to OMHLocalProcurement@omh.ny.gov with Older Adult Technical Assistance Center in the subject line. Official answers are scheduled to be posted October 8, 2026. Proposals are due through SFS by 2:00 PM EST on October 29, 2026. OMH strongly advises applicants to begin working in SFS at least five business days before the deadline and submit no later than 48 hours before the deadline to allow time for troubleshooting. The anticipated award notification date is December 10, 2026, and the anticipated contract start date is July 1, 2027. Contracts will have a five-year term, subject to applicable fiscal-period adjustments, and all awards remain subject to approval by the New York State Attorney General and Office of the State Comptroller. All not-for-profit applicants must be registered with the New York Statewide Financial System and must successfully complete SFS prequalification before proposal submission. A not-for-profit vendor that is not prequalified may initiate and complete a bid response but cannot submit it for consideration. Applicants must satisfy the eligibility requirements and submission requirements in the RFP; proposals failing these requirements may be disqualified.
