BJA FY25 DNA Capacity Enhancement for Backlog Reduction (CEBR)- Formula Grants Program
This program provides funding to state and local government forensic laboratories to improve their DNA processing capabilities, reduce backlogs, and enhance public safety through faster criminal investigations.
The Bureau of Justice Assistance (BJA), a component of the U.S. Department of Justice's Office of Justice Programs, administers the DNA Capacity Enhancement for Backlog Reduction (CEBR) โ Formula Grants Program. This program aims to support state and local government forensic laboratories in enhancing their capacity to process DNA samples for entry into the Combined DNA Index System (CODIS). The core objective is to reduce forensic and DNA database sample backlogs and increase the speed and volume of sample processing, thereby supporting criminal investigations and improving public safety outcomes. The grant provides formula-based funding to eligible government entities operating crime laboratories. Funds are allocated based on state-level data, including violent and property crime rates reported via the Uniform Crime Reporting (UCR) system and state population. Every state is guaranteed a minimum allocation of $600,000. A total of approximately $87.5 million is expected to be awarded across roughly 130 recipients, with a maximum individual award ceiling of $3.5 million. Each grant carries a 24-month performance period, starting October 1, 2025. Notably, this funding opportunity does not require cost sharing or matching funds. Allowable use of funds includes DNA sample analysis for both database and forensic casework, purchasing supplies and collection kits, acquiring equipment and laboratory information management systems (LIMS), hiring or contracting personnel, supporting laboratory accreditation, and conducting process improvement studies. However, activities involving forensic genetic genealogy (FGG) or unapproved technologies for CODIS upload are not permitted. Also, expenditures such as legal services for noncitizens, construction, and unrelated administrative costs are unallowable. Applicants must be state or local government entities that directly own, control, and operate a crime laboratory. Public institutions of higher education are also eligible. Entities must complete and submit a DNA CEBR Eligibility Certification to confirm their eligibility. The application process involves two sequential steps: submission of the SF-424 form through Grants.gov by October 22, 2025 (11:59 p.m. ET), followed by the full application submission in JustGrants by October 29, 2025 (8:59 p.m. ET). Key required documents include the proposal narrative, budget forms, proof of accreditation, program income declaration, and environmental compliance forms if applicable. Applications are reviewed for clarity, feasibility, and alignment with the programโs objectives. Awards will be issued by the Assistant Attorney General based on BJA recommendations. Grantees are expected to report quarterly on financials and semi-annually on performance, including submission of metrics such as backlog size, throughput, turnaround times, and CODIS uploads. This is a recurring opportunity, typically issued annually. The next anticipated cycle is expected to open in September 2026, with the next internal check date scheduled for September 1, 2026.
