Grant Description

This program supports apprenticeship training through the Related Technical Instruction component of registered apprenticeship activity. It funds allowable expenses directly associated with RTI and is intended to strengthen worker skill development, improve employment opportunities, and support economic growth across industries. Applications are submitted through the Workforce Development Training Fund process, and the materials indicate participation by the U.S. Department of Labor Office of Apprenticeship and collaborating RTI providers or sponsors. Applicants are expected to complete required registrations and submit applications before RTI begins.

Approved funding supports allowable Related Technical Instruction expenses on a cost-reimbursement basis. Allowable costs include tuition, registration, class fees and materials, qualifying instructor wages and fringe benefits, RTI-related travel, and license or certification fees. Administration may not exceed 5% of total costs. Equipment, computer hardware or software, and apprentice wages are not allowable. Where additional monetary contributions are received, the grant covers the remaining eligible balance not exceeding actual expenditures. Requests of 50000 dollars or more require a Contract; requests under 50000 dollars use a Letter of Agreement.

Additional Requirements

Eligible applicants are Wyoming-based sponsors with U.S. Department of Labor Office of Apprenticeship Registered Apprenticeship Programs and Related Technical Instruction providers associated with one or more Wyoming-based sponsors. Applications are developed collaboratively with the relevant apprenticeship partners. The applicant and each associated Wyoming-based sponsor must be in good standing with Wyoming Unemployment Insurance, Workers' Compensation, the Wyoming Secretary of State, the Workforce Development Training Fund, and HireWYO as applicable. Only the applicant must be registered in the WDTF Grant Management System. Related Technical Instruction must provide trained workers for a Wyoming business, businesses, or industry and satisfy applicable U.S. Department of Labor Office of Apprenticeship requirements.
