Capital Grants Program
This program provides funding to non-profit organizations and local governments in Halifax County, North Carolina, to support tourism development projects that enhance visitor attractions and stimulate economic growth.
The Halifax County Convention & Visitors Bureau (HCCVB) Capital Grants Program is a local funding initiative designed to bolster tourism-driven community development throughout Halifax County, North Carolina. Administered by the HCCVB, a government-funded entity supported by occupancy tax revenue, the program aims to stimulate economic growth by enhancing tourism infrastructure and promoting visitor attractions. Funding is directed specifically at non-profit organizations and municipalities that can deliver impactful, sustainable tourism projects contributing to the area's appeal as a travel destination. Eligible applicants include 501(c)(3) non-profit organizations and local governmental bodies located within Halifax County. Applicants must have been operational for a minimum of three years and own or maintain a 25-year lease on the property where the funded project will occur. The program supports three specific categories of projects: "Bricks and Mortar" (capital construction or renovation), "Attractions" (conservation, programming, or artifact acquisition), and "Municipalities" (community enhancement projects). Each category has defined award ceilings and matching requirements. Bricks and Mortar projects require a 1:1 match and are capped at $50,000 per organization over a five-year period. Attractions may receive up to $10,000 annually with no match required. Municipal projects are eligible for up to $5,000 annually without a matching requirement. Funded projects must demonstrate a clear tourism-related impact, including the requirement to remain open to the public for at least 156 days annually and continue operations for five years post-award. Disallowed expenditures include administrative costs, salaries, events, marketing, and non-tourism projects. All grant funds are reimbursed only after project completion upon submission of proper financial documentation. Projects must be completed by June 30, 2026, and any changes in scope or cancellations must be reported by January 1, 2026, to avoid jeopardizing future eligibility. Applications are due by 5:00 p.m. on March 31, 2025. Five complete printed copies are required for submission; email applications will not be accepted. Required components include budget documentation, proof of non-profit status, municipal endorsements, demonstration of 50% secured funding, and a detailed narrative outlining the tourism impact, need, and timeline. Projects in the fundraising phase may instead apply for a resolution of support from HCCVB to aid in future fundraising efforts. Awards will be announced by June 30, 2025. Applications are reviewed by the Bureauโs Board, which may award amounts different from those requested. Applicants are scored based on the percentage of tourism use, anticipated visitor volume, public access, projected overnight stays, prior application history, and completion of application requirements. Bureau recognition is expected through signage, event invitations, and media materials. This program is recurring annually, allowing eligible organizations to reapply until they reach their funding caps.
