Grant Description

The Family Place Libraries Grant Program is administered by the Texas State Library and Archives Commission, a state agency responsible for supporting library development and services across Texas. The program is based on the Family Place Libraries model, originally developed by the Middle Country Public Library in New York, which emphasizes the role of libraries in early childhood development. The initiative seeks to transform libraries into family-centered environments that support caregivers as their child’s first teacher, focusing particularly on children from birth to age three. Through structured training and funding, participating libraries expand their services to better support early learning, parent engagement, and community partnerships. The primary purpose of the grant is to provide resources and training that enable libraries to create welcoming, developmentally appropriate spaces for young children and their caregivers. The program supports the development of interactive early learning environments, the delivery of parent-child workshops, and the formation of partnerships with local organizations that serve families. These efforts are designed to improve school readiness, increase access to early childhood resources, and connect families with broader community services. The grant is highly structured, requiring adherence to the Family Place model and participation in a formal training institute. Funding for the program includes a combination of training support, travel reimbursement, and program development funds. Selected libraries may receive up to 10000 dollars total, including up to 8000 dollars in reimbursable funds for establishing a Family Place space and up to 1000 dollars per staff member for travel expenses. Funds are intended for equipment, supplies, and materials necessary to implement the Family Place model, as well as training participation. However, funds cannot be used for construction, building renovation, food, entertainment, or unrelated technology purchases. There is no cost sharing or matching requirement for this program. Eligibility is limited to accredited public libraries in Texas that maintain accreditation for the entire three-year grant period. Applicants must apply through their governing authority and may submit only one application per funding cycle. Libraries may apply either to establish a new Family Place program or expand an existing one to an additional location. Participation requires commitment from both a library administrator and a staff member who will dedicate ongoing time to the program. Current Family Place libraries seeking only training for sustainability are directed to contact program staff rather than submit a formal application. The application process is conducted through the Texas State Library and Archives Commission’s online Grants Management System. Applicants must submit a completed application, including a certification form, proposal narrative, and budget, by the stated deadline. Applications are reviewed competitively based on five criteria: needs assessment, program design, program impact, sustainability, and evaluation strategy. Each criterion is scored by a review panel, and applications must achieve a minimum score threshold to be considered for funding. Final award decisions are made by the commission following panel recommendations. The timeline for the grant includes an application period opening in September and closing on October 15, followed by review and notification phases through the end of the year. Awards are approved in early the following year, with contracts issued shortly thereafter. Training occurs in May, and funds must be expended by July 31 of the same year. The grant includes a multi-year implementation and reporting period, requiring ongoing program development, evaluation, and reporting through the third year. Participants must maintain documentation, submit annual reports, and engage in follow-up support and site visits as part of the program requirements.
