Individuals are not eligible to apply. Applicants must demonstrate organizational capacity to manage federal funds and implement complex service delivery programs. They must also ensure compliance with federal regulations, including nondiscrimination requirements and financial oversight standards. Partnerships and consortium applications are permitted, but a single lead organization must apply and assume responsibility for the project. Applications must be submitted electronically through Grants.gov by July 10, 2026, no later than 6:00 PM Eastern Time. The application package includes standard federal forms such as the SF-424 and SF-424A, along with a detailed project narrative, appendices, and a comprehensive budget narrative. The project narrative is limited to 30 pages and must address key areas including organizational experience, project need, technical approach, evaluation plan, and project management structure. Additional required components include a work plan, logic model, letters of support, and resumes for key personnel. Applications will undergo a multi-stage review process, beginning with eligibility, responsiveness, and formatting checks. Qualified applications will then be evaluated by an independent merit review panel based on criteria such as organizational experience, project design, evaluation strategy, and budget justification. Federal staff will also conduct a technical and risk assessment review. Final award decisions will consider geographic distribution and alignment with agency priorities. Awards are expected to be announced around September 30, 2026, with projects beginning shortly thereafter.
