Grant Description

The Transformative Climate Communities Program Planning Grant is administered by the California Strategic Growth Council in partnership with the California Department of Conservation. The program is designed to support community-led efforts that reduce greenhouse gas emissions and improve environmental, economic, and public health conditions in California’s most disadvantaged communities. Funded through the Climate Bond, the Planning Grant provides early-stage support to help communities prepare for future climate investments and implementation opportunities. Planning Grants focus on building the foundational capacity needed for long-term climate action. These grants fund activities that help communities identify priorities, engage stakeholders, and develop strategies aligned with the program’s objectives. Rather than funding infrastructure or construction, Planning Grants support preparatory work such as community engagement, policy development, climate action planning, and capacity building. The goal is to position communities to successfully compete for future funding, including larger implementation grants. Eligible activities include developing climate action and adaptation plans, conducting community needs assessments, evaluating and updating local policies and codes, and facilitating inclusive engagement processes. Applicants may also use funds to strengthen partnerships, build internal organizational capacity, and prepare for future funding opportunities. Planning Grants strongly encourage activities that support the development of collaborative governance structures and long-term project pipelines that align with community priorities. The grant provides funding of up to $300,000 per award, with a two-year grant term. Planning Grants do not require matching or leverage funding. However, applicants must demonstrate how their proposed activities align with program objectives, including reducing greenhouse gas emissions, improving public health outcomes, and expanding economic opportunity. Applicants are also required to address at least one of the program’s Transformative Elements, such as community engagement, workforce development, or displacement avoidance, through their planning activities. Eligibility requirements include California-based entities such as public agencies, nonprofit organizations, tribes, utilities, and special districts. Applications must include one Lead Applicant and at least one Co-Applicant, and applicants must describe their partnership structure and roles. While a formal collaborative governance agreement is not required at this stage, applicants must demonstrate strong partnerships and community involvement. The proposed project area must represent a disadvantaged or low-income community and reflect a clear need for planning and future implementation activities. The application process for Round 6 opened on May 29, 2026, with final applications due on September 30, 2026. Unlike Implementation Grants, Planning Grants do not require pre-proposals or phased submissions. Applications are reviewed during Winter 2026–2027, and final award decisions are expected in Spring 2027. Applicants must submit materials through the designated online platform and provide documentation outlining planning activities, partnerships, and expected outcomes. Overall, the Planning Grant provides critical early-stage support for communities seeking to develop comprehensive climate strategies.
