Grant Description

The Workforce Innovation and Opportunity Act Adult Activities Program Allotments for Program Year 2026 are formula-based federal allotments administered by the U.S. Department of Labor through the Employment and Training Administration. The TEGL was issued April 28, 2026, to State Workforce Agencies and State Workforce Liaisons to provide PY 2026 Adult Activities allotment information and instructions for obtaining funds. This entry covers only the WIOA Adult Activities portion of the TEGL. The total appropriated amount for WIOA Adult Activities for PY 2026 is $875,649,000. After a $169,000 reduction for authorized set-asides, $875,480,000 remains available for Adult Activities. Of that amount, $873,291,300 is allocated to states and $2,188,700 is allocated to outlying areas. Adult Activities funds are distributed using WIOA formula factors based on areas of substantial unemployment, excess unemployment, and disadvantaged adults ages 22 to 72, excluding college students not in the workforce and military. Funds are made available in two portions. The PY 2026 base Adult Activities funds are available for obligation beginning July 1, 2026, and the FY 2027 advance Adult Activities funds are available beginning October 1, 2026. The July 1 portion totals $163,649,000, and the October 1 portion totals $711,831,000 after applicable reductions. ETA will issue two Notices of Award under the PY 2026 WIOA grant agreement, subject to submission of an approved State Plan under WIOA. Eligible recipients are states and outlying areas that receive WIOA Adult Activities formula allotments. States must distribute Adult Activities funds among local workforce areas, subject to the 15 percent limitation for statewide employment and training activities, in accordance with WIOA section 133 and the approved Unified or Combined State Plan. States may use the statutory allocation formula or an approved discretionary formula. Local allocations must observe the required minimum percentage, or stop loss, so no local area receives an allocation percentage below 90 percent of the average allocation percentage received over the previous two years. Adult Activities funds support adult employment and training activities under WIOA Title I, Chapter 3. Local workforce areas may transfer up to 100 percent of Adult Activities funds for expenditure on Dislocated Worker Activities with approval of the Governor, and Dislocated Worker funds may similarly be transferred to Adult Activities. Funds may not be used to pay salary and bonuses above Executive Level II, either as direct or indirect costs. No cost sharing or matching requirement is stated for Adult Activities allotments. To obtain funds, states must submit an electronically signed SF-424 through Grants.gov under Funding Opportunity Number ETA-TEGL-10-25-ADULT with CFDA 17.258. The SF-424 must reflect the exact Adult Activities allotment amount, include the applicable CFDA number, and state the indirect cost amount claimed. The closing date for the SF-424 is 30 days from the April 28, 2026 issue date, making the due date May 28, 2026. States must also maintain an active SAM registration, and submission questions may be sent to WIOA-WP-WIG-ETAGrants@dol.gov.
