The primary purpose of the Cultural Development grant program is to fund projects that advance, preserve, or stabilize cultural resources while expanding public access to cultural experiences. Funded activities must demonstrate meaningful contributions to community life, including increasing participation in cultural programming, preserving historic and cultural resources, and strengthening the cultural sector’s long-term sustainability. Funding is available in four distinct categories: Access to Culture, Cultural Heritage and Preservation, Cultural Creativity, and Strengthen Cultural Capacity. Each category supports different types of projects, ranging from increasing accessibility to cultural experiences, preserving historical assets, supporting artistic expression, or building organizational capacity. Applicants must select one category that best aligns with their proposed project. Projects must take place within the defined funding period and must not be substantially completed prior to the start date. Funds are restricted to direct project costs and cannot be used for general operating expenses, indirect costs unrelated to the project, or activities such as scholarships or fundraising for non-cultural purposes. Eligible applicants include nonprofit cultural organizations with 501(c)(3) status, federally recognized tribal entities in Oregon, and institutions of higher education with significant cultural programming. All applicants must be registered in Oregon, provide services within the state, and maintain active status with the Cultural Trust. Organizations that have received funding for two consecutive fiscal years are ineligible for the following cycle. Fiscal sponsorship arrangements are not permitted. The program requires a one-to-one matching contribution, which may include cash or eligible in-kind support, and applications without sufficient match are deemed ineligible. The application process requires submission through an online portal by the stated deadline. Applicants must complete narrative sections addressing project significance, community impact, management and evaluation, and provide a detailed budget using a required template. Supporting documentation includes financial statements, organizational information, and any relevant materials such as resumes, letters of commitment, or project plans.
