Local Rehabilitation Agency Services Grant Program

The Maryland Department of Housing and Community Development is issuing the Local Rehabilitation Agency Services Request for Applications to select qualified Local Rehabilitation Agencies to administer rehabilitation services funded through Special Loans Funding. The Department's Special Loans Program provides grants and loans for low- and moderate-income households to support home repairs that improve comfort, livability, accessibility, health, safety, and structural integrity. The RFA was issued on May 6, 2026, by the Department of Housing and Community Development, with Andrew Aliferis serving as the Application Monitor. The purpose of the opportunity is to acquire Local Rehabilitation Agencies that can provide rehabilitation services for income-eligible dwelling units. Services generally include installation of new building materials and equipment, repairs, and other work needed to address health and safety conditions. Eligible work may include environmental and safety concerns such as mold, asbestos, lead, radon, gas leaks, and pest treatments; structural and exterior repairs such as roofs, chimneys, foundations, shell stabilization, windows, and doors; electrical and plumbing systems; and accessibility and injury-prevention improvements such as chair lifts, ramps, and grab bars. Households must be determined income-eligible before receiving rehabilitation services. The estimated total funding available for planning purposes is $6,000,000 across Maryland's 24 county jurisdictions, with Baltimore City treated as a county for this RFA. Applicants may apply to serve one or more listed counties, but only one application may be submitted by each applicant. County estimated allocations range from $110,530 for several smaller counties to $880,790 for Montgomery County. DHCD reserves the right to determine service territories, assign work based on program needs, and allocate funding based on service area, production capacity, evaluation ranking, performance, and available funding. The grant duration is expected to be three years, with SLP2027 Grant Agreements expected to commence on or after July 1, 2026. Eligible applicants must be political subdivisions or nonprofit sponsors as defined in Section 4-901 of the Housing and Community Development Article of the Maryland Code, and must be in good standing with the State of Maryland. Applicants must show they currently have the programmatic operations, staff, and experience needed to perform the scope of work. Required capacity includes a client intake system, eligibility determination procedures, income verification, outreach to eligible households, coordination with contractors and local providers, project management, reporting, software-based tracking, confidentiality protections, and qualified key personnel such as a rehabilitation director or manager, building inspector, and staff experienced in grants and loans. Applications must be submitted by email to andrew.aliferis@maryland.gov by June 16, 2026, at 5:00 p.m. local time. Written questions must also be emailed to the Application Monitor and received by June 16, 2026, at 1:00 p.m. Applicants must identify the solicitation title in the subject line for questions. The application must be submitted as one email package in Adobe PDF format and must include the required tabs, including title page and table of contents, confidentiality statement, transmittal letter, executive summary, minimum qualifications documentation, financial information, technical response and work plan, staff qualifications, references, certificate of insurance, contractor list, legal action summary, and required organizational policies. Applications will be evaluated by a committee based on eligibility, completeness, compliance with RFA instructions, organizational and staff capacity, ability to administer funds and comply with regulations, technical response quality, past performance, financial information, services and activities, and board governance. For each county, DHCD may award a Grant Agreement to the applicant whose application is most advantageous to the State, and may designate a secondary grantee. Upon recommendation for award, the selected applicant must submit required documents, including the Grant Agreement and Certificate of Insurance, within five business days. Quarterly reports are due by the 15th day of the month following each calendar quarter, and invoices are submitted monthly for work completed during the preceding month after final inspection and client satisfaction signature.
