The Prosperity through Partnership program is an Annual Program Statement issued by the U.S. Department of State through the U.S. Embassy in Algiers, specifically administered by the Public Diplomacy Section. Funding is provided through FY26 Smith Mundt Public Diplomacy funds using grant, fixed amount award, or cooperative agreement mechanisms. Award amounts range from 5000 to 100000 USD, with an anticipated performance period of one to twelve months. While total program funding is not yet confirmed, up to ten awards are expected depending on project scope and available funds. Cost sharing is encouraged but not required. Funding cannot be used for construction, charitable or humanitarian services, political activities, religious programming, scientific research, or commercial ventures. Allowable costs include programmatic expenses such as personnel, travel, supplies, and contracted services necessary to implement project objectives. Eligibility is broad and includes nonprofit organizations, educational institutions, governmental entities, public international organizations, social enterprises, media organizations, museums, and qualified individuals. However, for-profit entities are not eligible to serve as the primary applicant. Projects must be implemented in Algeria and should target key audiences such as students and young professionals aged 18 to 35, entrepreneurs, educators, and mid-career professionals. Organizations must maintain a valid registration in SAM.gov and possess a Unique Entity Identifier unless exempted. The application process requires submission of standard federal forms including SF-424, SF-424A, and SF-424B where applicable, along with a detailed proposal of up to five pages. The proposal must include a summary, organizational background, problem statement, program design, timeline, key personnel, partnerships, sustainability plan, monitoring and evaluation framework, and public engagement strategy. Applicants must also submit a detailed line-item budget and a budget justification narrative explaining how costs align with program objectives. Additional required attachments include resumes, letters of support, proof of nonprofit status, and registration documentation. Applications must be submitted via email to the designated Embassy address and must include the funding opportunity title and number in the subject line. The deadline for submission is August 8, 2026. Applications are reviewed based on criteria including program quality and feasibility, organizational capacity, project planning, budget justification, monitoring and evaluation rigor, and sustainability. Awards are expected to be announced within approximately 120 days following the deadline, with project start dates anticipated between September and December 2026. The U.S. Embassy may play an active role in program implementation, particularly under cooperative agreements, by providing guidance, approving participants, and facilitating connections with U.S. partners. Recipients are responsible for execution, reporting, and compliance with federal regulations. The program is issued annually as an APS, indicating a recurring opportunity subject to funding availability, and applicants are encouraged to monitor future cycles for continued engagement.
