NAVIGATE Reproductive Center of Excellence (Network for Assessment, Validation, Innovation, Guidance, Access, Treatment and Evaluation)
This funding opportunity supports a leading organization in improving women's reproductive health by developing clinical pathways, enhancing provider training, and promoting patient-centered care for conditions like endometriosis and infertility.
The NAVIGATE Reproductive Center of Excellence funding opportunity is issued by the U.S. Department of Health and Human Services through the Office on Women’s Health. This program is designed to advance women’s health outcomes by supporting a single high-performing organization to serve as a national Center of Excellence focused on reproductive health conditions. The initiative aligns with federal priorities to improve diagnosis, treatment, and care coordination for conditions such as polyendocrine metabolic ovarian syndrome, endometriosis, uterine fibroids, infertility, and related disorders. The purpose of this funding is to strengthen and expand an existing organization’s capacity to translate evidence into clinical practice using a root-cause approach to reproductive health. The funded entity will develop standardized clinical pathways, enhance provider training, and improve patient-centered care models. The program emphasizes reducing diagnostic delays, improving coordination across care systems, and integrating multidisciplinary approaches that address underlying causes rather than only managing symptoms. Funding supports a wide range of activities including development of diagnostic and treatment pathways, workforce training programs, patient navigation services, evaluation systems, and dissemination of findings. The recipient is expected to implement a comprehensive program that includes data collection, evaluation, and continuous improvement. Funds may not be used for construction or pre-award costs, and salary limitations apply in accordance with federal guidelines. The project must also comply with all applicable federal regulations and restrictions on use of funds. A required cost-sharing component mandates that applicants provide non-federal matching contributions equal to at least 100 percent of the federal funds requested for each year of the project. Matching contributions may include cash, in-kind support, or institutional investments, and must be clearly documented and justified. This requirement reflects the expectation of strong institutional commitment and sustainability beyond the federal funding period. Eligible applicants include a broad range of public and private entities such as state and local governments, nonprofit organizations, institutions of higher education, tribal organizations, and for-profit entities. Applicants must demonstrate experience in reproductive health and the ability to implement complex clinical and evaluation programs. Applications must be submitted electronically via Grants.gov and include a project narrative, appendices, and a detailed budget package. Applications are due by July 24, 2026, with a technical assistance webinar offered on June 29, 2026. The anticipated award date and project start date are September 30, 2026, with a performance period of 24 months and an optional third year. The review process includes eligibility screening, responsiveness review, and a merit-based evaluation focused on need, design, capacity, training, evaluation, and budget justification. The selected recipient will operate as a cooperative agreement partner with substantial federal involvement, including guidance on program implementation, evaluation, and dissemination. The long-term goal of the program is to produce scalable models, training tools, and clinical pathways that can be adopted nationally to improve reproductive health outcomes and transform care delivery systems for women.
