Eligibility is broad and inclusive of New Mexico-based entities, including nonprofit organizations, for-profit businesses, tribal and local governments, educational institutions, and individual applicants. Individuals must partner with a community organization and provide a letter of commitment. All applicants must demonstrate that their project will take place within the state and align with program objectives. Projects must not be primarily for academic credit and must comply with non-discrimination standards as required by state and federal law. The application process requires submission of a concise project proposal, limited to two pages, that addresses specific guiding questions related to project goals, audience, timeline, personnel, budget, and evaluation methods. Applicants must also complete and submit a state substitute W-9 form with proper signature protocols. Applications may be submitted via email or through an online system. Proposals are evaluated based on five equally weighted criteria: community access to music, service to underserved populations, feasibility, budget appropriateness, and evaluation planning. The program follows a defined annual timeline. Applications open in early May and close in mid-June. Award notifications are issued by the end of July. Funded projects must occur within a performance window spanning from July 1 of the award year through mid-June of the following year. Final reports and invoices are due by the end of the performance period in order to trigger payment. The program operates on an annual cycle, indicating recurring funding opportunities in subsequent years.
