Residential Substance Abuse Treatment Grant
This program provides funding to local governments and state agencies to expand substance use disorder treatment services in correctional facilities, helping incarcerated individuals reintegrate into the community successfully.
The Residential Substance Abuse Treatment Grant Program is administered by the Ohio Office of Criminal Justice Services, a division of the Ohio Department of Public Safety. OCJS serves as the state’s lead criminal justice planning and assistance office and distributes both state and federal funding to improve justice-related outcomes. This program originates from the U.S. Department of Justice, Bureau of Justice Assistance, and is designed to expand substance use disorder treatment services within correctional settings. Funding is intended to supplement, not replace, existing services provided by prisons, jails, and detention facilities. The primary purpose of the program is to prepare incarcerated individuals for successful reintegration into the community by delivering structured substance use disorder treatment and aftercare services. Eligible projects must implement evidence-based approaches that address addiction, behavioral health, and related social needs. Programs may include residential treatment, jail-based treatment, aftercare services, and pretrial substance use disorder treatment initiatives. All models must emphasize cognitive and behavioral skill development, substance use diagnosis, and reintegration planning, including referrals to community-based treatment providers that support medication-assisted treatment. Funding supports a wide range of programmatic activities but must adhere to federal and state cost principles. Allowable uses include treatment programming, staffing, training, and supportive services necessary to implement evidence-based interventions. Restrictions apply to certain costs such as conference expenses and food and beverages, which generally require prior approval or are prohibited. Additional fiscal requirements include adherence to per diem and mileage rate caps and submission of financial documentation such as external audits. All funded programs must demonstrate that grant funds increase available resources rather than supplant existing funding. A required 25 percent match must be provided by applicants, which may be met through cash or in-kind contributions. Subgrant funds cover up to 75 percent of total project costs. Matching contributions can include government appropriations, private donations, or the value of donated services and materials. Applicants must ensure that all match contributions are documented and obligated within the project period. Eligible applicants include units of local government, state agencies, and local aftercare facilities. Each applicant must designate a fiduciary agent responsible for managing grant funds. Joint applications are permitted but must identify a lead agency. Programs are encouraged to target high-risk offenders and must include coordination with community service providers to ensure continuity of care following release. Collaboration boards and formal partnership documentation are required components of the application. Applications must be submitted through the OCJS Grants Management System and include multiple components such as a problem statement, project description, objectives, timeline, budget, and collaboration documentation. Proposals are competitively reviewed, with final funding decisions made by the OCJS Executive Director. Awarded projects operate for a 12-month period from October 1, 2026 through September 30, 2027. Quarterly performance reporting is required through the Bureau of Justice Assistance Performance Measurement Tool. The application deadline is June 9, 2026 at 5:00 PM Eastern Time. Technical assistance is available through OCJS staff, including a designated contact for application and system support. Applicants are strongly encouraged to review all requirements carefully, as incomplete submissions or missing documentation will result in disqualification from consideration.
