Grant Description

The Maryland Agricultural Education and Rural Development Assistance Fund is a state-funded grant program administered by the Rural Maryland Council, which serves as the coordinating and administrative body for rural policy and development initiatives across the state. The program is designed to strengthen the capacity of rural-serving nonprofit organizations and community colleges by supporting projects that address economic, agricultural, and community development challenges. Funding decisions are made by an independent Grant Review Board composed of senior officials from multiple Maryland state agencies, ensuring a cross-sector evaluation process. The program is competitive due to demand consistently exceeding available funding. The primary purpose of the fund is to enhance the ability of eligible organizations to respond to rural development needs while fostering new public and private partnerships that leverage additional non-state funding. Projects are expected to align with key priority areas such as agriculture and forestry, renewable energy, broadband expansion, youth engagement, economic development, and community development. While specific focus areas are encouraged, all eligible proposals that demonstrate strong alignment with program goals are considered. Projects must serve multiple rural counties or provide statewide benefits, reinforcing the program’s emphasis on regional impact. Funding for the fiscal year totals $599,735, with individual awards capped at $45,000. Grant funds may be used for a variety of purposes, including consultant services, construction or renovation, vehicle purchase or rental, and certain meeting-related expenses. However, restrictions apply, including prohibitions on land acquisition, fundraising activities, lobbying, commodity purchases, and sub-awards. Indirect administrative costs are limited to 15 percent, and ongoing staff salaries are generally not funded unless included within allowable indirect costs. Matching funds are not required but are strongly preferred, especially cash contributions from non-state sources. Eligibility is limited to organizations with a 501(c)(3) designation or similar status that serve a regional or statewide rural population. Community colleges, career technology centers, regional councils, and libraries are also eligible, while trade associations are excluded. Applicants must demonstrate good standing with the State of Maryland and provide verification documentation, including a W-9 form and registration status where applicable. Organizations are permitted to submit only one application per cycle, and projects must be completed within a defined performance period from August 1, 2026, through June 30, 2027. The application process is conducted in two phases. The first phase requires submission of a Letter of Intent, after which selected applicants are invited to submit a full proposal. Applications must be submitted electronically through an online grant portal. Required components include a detailed scope of work, measurable objectives, organizational background, and financial documentation such as budgets and supporting cost estimates. Additional materials such as letters of support are encouraged to strengthen the application. Applications are evaluated based on several criteria, including eligibility compliance, clarity and feasibility of project design, alignment with organizational mission, demonstrated capacity to execute the project, and availability of matching resources. Preference is given to locally based organizations and those that demonstrate strong community partnerships. The review board may request additional information during the evaluation process, and all funding decisions are final. The timeline for the current grant cycle begins with the opening of the application process in April 2026, followed by a Letter of Intent deadline in mid-May and a full application deadline in July. Award announcements are expected in August 2026, with funded projects beginning shortly thereafter. This program operates on an annual cycle, and organizations are encouraged to monitor future opportunities as part of ongoing rural development funding initiatives.
