The Creative Entrepreneur Accelerator (CEA) is a state-administered grant program operated by Pennsylvania Creative Industries, a state agency under the Office of the Governor powered by the Pennsylvania Council on the Arts. The program is delivered regionally through Pennsylvania Partners in the Arts (PPA), a network of local organizations that re-grant funds and provide technical assistance. Since its launch in 2021, the program has supported creative entrepreneurs across Pennsylvania by pairing modest financial awards with structured business development services. The initiative reflects the agency’s broader mission to strengthen the creative economy by supporting individuals who contribute to community identity, innovation, and economic opportunity. The purpose of the CEA program is to assist individuals who are either launching a new for-profit creative business or growing an existing for-profit micro business. The program targets entrepreneurs operating in recognized creative industry sectors such as marketing, architecture, visual arts and crafts, design, film and media, digital games, music and entertainment, and publishing. In addition to providing financial assistance, the program emphasizes capacity building through guided business planning, consultation, and performance tracking tools designed to improve long-term sustainability. Each selected participant receives a fixed grant award of 2000 dollars along with access to business consultation services. Funding is intended to support business formation and development activities that contribute to growth and sustainability. Allowable uses include professional development services such as coaching and workshops, participation in events that generate revenue opportunities, marketing and promotional activities, research and development, technology upgrades, and the purchase of supplies or equipment. Limited support is also allowed for space rental outside of standard operating costs and for collaboration with other artists. However, funds may not be used for regular operating expenses such as salaries, utilities, or ongoing rent, nor for political, religious, or lobbying activities, hospitality costs, or academic credit-related work. Eligibility is restricted to individuals who are at least 18 years old, have been Pennsylvania residents for a minimum of one year, and operate or intend to operate a creative business within the state. Applicants must demonstrate that their business generates less than 200000 dollars in gross annual revenue and must hold any required licenses or permits relevant to their activity. Additionally, applicants may only receive funding once every three years, with repeat funding contingent on availability and additional review. The program explicitly encourages participation from entrepreneurs in low-income, rural, suburban, and urban communities to ensure equitable access across the state. The application process is structured and requires engagement with designated referral coordinators before submission. Applicants must first participate in at least one consultation session with a small business development organization to develop or refine a viable business plan. After review, the coordinator submits a referral to the regional PPA partner, which then provides application materials. Upon submission of a complete and eligible application, applicants who are selected enter into an award agreement. Participants are also required to use the Impact Management System or Business Growth Ladder tool to input business data, which is a prerequisite for receiving funds. The program operates on a rolling regional timeline within a defined annual window. For the 2025-2026 cycle, applications open on a rolling basis beginning November 1, 2025, with regional deadlines no later than August 31, 2026. The grant activity period runs from January 1, 2026 through December 31, 2026. At the end of the grant period, recipients must submit a final report and provide documentation of eligible expenditures. Failure to complete reporting requirements may result in ineligibility for future funding cycles. Questions and support are provided through regional PPA partners, with additional program oversight from Pennsylvania Creative Industries leadership.
