Child Abuse Grant Programs

The Georgia Criminal Justice Coordinating Council, or CJCC, is the Governor-designated State Administering Agency for criminal justice and victims' assistance programs and is responsible for fiscal and programmatic oversight of the Child Abuse Grant Programs. Through the State Child Abuse Grant Program Continuation Request for Applications, CJCC is seeking continuation applications for state-funded child abuse programs. The funding source is Georgia State Appropriations, and allocations remain subject to the availability of appropriated funds. The program is intended to support intervention services for victims of child abuse and awareness and education activities for Georgia citizens that address child abuse and prevention strategies. Funded programs may provide core intervention services including advocacy and crisis intervention, emergency financial assistance, follow-up contact, follow-up examinations, legal advocacy, medical accompaniment, and assistance with Victims Compensation. Specialized services may include medical forensic examinations or interviews, support groups, individual or family therapy, prevention using an evidence-based curriculum, and resource referral. Education and awareness activities may be delivered through trainings, presentations, technical assistance, community outreach, direct service, and collaboration. Allowable budget categories include personnel and fringe benefits, travel, qualifying equipment, supplies, printing, other costs, consultant fees, and contracts. Funds must supplement existing program resources and may not supplant funds already appropriated for the same purpose. Unallowable costs and activities include land acquisition, bonuses or commissions, costs outside the award period, construction and capital improvements, corporate formation, grant preparation fees, certain interest or late fees, direct payments to victims, organized fundraising, political activities, religious promotion or teaching, and commingling of grant funds. The RFA does not state a required cost share or matching contribution. This is continuation funding, and awards are limited to the agencies identified in Appendix B. An eligible applicant must be a 501(c)(3) nonprofit organization or a public government entity, serve as fiscal agent and CJCC point of contact, accept responsibility for financial, programmatic, and post-award reporting, be certified to receive Local Victim Assistance Program 5 percent funds, and have been recognized as a CJCC-certified Child Advocacy Center in FY26. If applicable, an applicant must also be a certified Human Trafficking Victim Assistance Organization. The RFA states that agencies without certain certifications may apply but, if awarded, must complete applicable certification requirements before drawing down funds. Grantees must also comply with requirements addressing criminal background checks, Internet security, fiscal accountability, civil rights, nondiscrimination, limited English proficiency, equal employment opportunity, confidentiality of victim information, assistance with crime victim compensation, special conditions, and required registrations and certifications. Applications must be submitted online through the IGX Grants Management System. The application includes applicant agency information, designation of a Project Director, Financial Officer, and Authorized Official, agency information concerning certifications, counties and congressional districts served, primary service area, language access capacity, an agency or project description, and project budget information. Applicants must complete a detailed budget worksheet and a budget narrative that explains and justifies individual expenses. Required attachments are the Budget Narrative, Detailed Budget Worksheet, Organizational Chart, Full Operating Budget, and supporting documentation for budgeted items when applicable. SART protocols, memoranda of understanding, letters of support, and other supporting documents may also be submitted but are not required. The Authorized Official must certify the completed application and change its status to submitted. If more than one application is submitted for the same agency, CJCC will accept only the most recent submission. Applications are reviewed by CJCC staff, the Victim Assistance Grants Committee, and the Council. CJCC may decide at any point in the review process not to fund a project or any part of it, and budget line items are evaluated for allowability, justification, and reasonableness. CJCC also reserves the right to modify or negotiate proposed budgets in connection with an award. Appendix B identifies 54 continuation grantee allocations totaling $1,000,000. Fifty-three listed allocations are $17,242 each, while Children's Advocacy Centers of Georgia is allocated $86,174. These allocations may change if appropriated funds are reduced or unavailable. Applications are due by 5:00 p.m. on September 8, 2026. The cover page and page 12 state the September 8, 2026 deadline; one sentence on page 10 states September 8, 2025, which is inconsistent with the repeated 2026 deadline and the SFY2027 solicitation. The award period is July 1, 2026 through June 30, 2027. Financial reporting may be monthly or quarterly, with quarterly expenditure reports due October 30, January 30, April 30, and July 30. Program data and performance deliverables are generally due 30 days after each reporting period. The RFA does not state that this continuation opportunity recurs automatically in future years.

Read the entire RFA before preparing the application; confirm the agency is one of the continuation entities in Appendix B and satisfies Child Advocacy Center and LVAP certification requirements; justify every budget item for allowability, reasonableness, and value to the grant; provide all required attachments and supporting documentation; review the complete application for accuracy before the Authorized Official certifies and submits it; if multiple applications are submitted for one agency, only the most recent will be accepted.
