The Capacity Building Grants program is administered by the Virginia Commission for the Arts (VCA), a state agency established in 1968 to support and invest in arts organizations, artists, and cultural initiatives across the Commonwealth of Virginia. The Commission operates with funding from the Virginia General Assembly and the National Endowment for the Arts and is guided by a mission to stimulate public participation in the arts while strengthening the infrastructure of arts organizations statewide. The purpose of the Capacity Building Grants program is to help Virginia-based arts organizations improve their internal operations, enhance artistic quality, and strengthen engagement with their communities. Applicants must hold 501(c)(3) tax-exempt status, be incorporated in Virginia for at least one year, and maintain headquarters and a home season within the state. Organizations must demonstrate financial stability with prior year unrestricted income between 20,000 and 750,000 dollars, operate in ADA-compliant facilities, and maintain an active governing board. Entities such as government units, educational institutions, and organizations using fiscal agents are explicitly excluded from eligibility. Applications are submitted online through the Commission’s grants system and must be completed at least two weeks prior to the proposed activity start date. The application requires organizational documentation including a profit and loss statement, IRS determination letter, and standardized forms such as a budget form and certification of assurances. Commission staff review submissions for completeness and eligibility, and awards are not guaranteed. Notification of approval is typically provided within approximately two weeks after submission of a complete application. The program operates on a rolling, first-come, first-served basis beginning May 15, 2026 and continuing until funds are exhausted or May 1, 2027. Awards provide up to 1,500 dollars per organization per fiscal year with no matching requirement. Payment is issued only after submission and approval of a final report, which must include a narrative summary and financial documentation with receipts. Final reports are due within 30 days after completion of the funded activity and no later than June 16, 2027 for activities ending in the final grant period. Failure to submit required reports results in forfeiture of the award. Evaluation of applications is conducted internally by Commission staff, focusing on eligibility, completeness, and alignment with the program’s capacity-building objectives.
