Downtown Events Grant Program

The Gainesville Community Reinvestment Area, a department of the City of Gainesville, administers the Downtown Events Grant Program to support organizations, businesses, individuals, and other eligible entities producing event programming in Downtown Gainesville. The GCRA was created in 2019 through Ordinance 181001 to encourage investment in underserved areas within its district. The Downtown Events Grant Program is the permanent replacement for the Downtown Events Grant Pilot Program that operated from May 2, 2024 through June 30, 2025. Program funding comes from the GCRA Downtown Strategic Plan budget, which is approved annually as part of the GCRA annual budget. The program is intended to increase awareness of Downtown Gainesville, encourage economic development, strengthen community connections, and advance the goals of the GCRA 10-Year Reinvestment Plan and the City of Gainesville Strategic Plan. Funding is organized into two tiers. Tier 1 Small Event Grants provide up to $5,000 per event for smaller events intended to enhance downtown vibrancy, promote community engagement, and support the local economy. Examples include festivals, markets, performances, workshops, and community celebrations. Tier 2 Large-Scale Event Grants provide up to $30,000 per selected event for experienced event coordinators developing and managing events intended to significantly increase foot traffic, raise Downtown Gainesville's profile, and generate economic impact. Other uses may be approved if determined to constitute hard costs during application review. Salaries for the event organizer are not eligible for reimbursement. Donated or in-kind services and supplies do not count toward the required 50 percent match. Applicants must provide general liability insurance documentation with the application and again as part of post-event reimbursement documentation. Applicants must also follow GCRA grant-recipient marketing guidance. For Tier 1 Small Event Grants, the City may, at its sole discretion and based on demonstrated need, disburse up to 20 percent of an awarded grant before the event. An applicant receiving an advance must repay the City if the approved event does not occur. Tier 1 applicants complete Sections A through C of the application and provide the required documentation, including applicant and event information, an event description, proposed budget, marketing plans, explanation of alignment with City goals, a Pro Forma budget, and general liability insurance documentation. Applications may be submitted online or to the GCRA office at 2153 SE Hawthorne Road, Suite 223, Gainesville, Florida 32641. An original notarized application is required before an application is complete for final review. Tier 1 applications are reviewed on a rolling basis and complete eligible applications are funded in chronological order subject to remaining funds. The proposed event must positively impact the Downtown community and must align with at least two City strategic goals. A minimum of three application points is required for a grant to be considered. Applicants cannot apply more than once every 60 days, and Tier 1 grants will not be awarded after an event has occurred. The City may take up to 30 days to approve a Tier 1 grant. Tier 2 applications use a Request for Proposals process. Proposals must address the proposed event concept or series of events, event planning and management strategy, development and execution timeline, experience and qualifications, marketing and promotion strategy, partner organizations, preliminary budget and funding request, and references. Proposals are ranked on experience and qualifications at 20 percent, potential economic and community impact at 30 percent, management approach and feasibility at 15 percent, marketing and promotion strategy at 10 percent, quality of proposed partners at 10 percent, alignment with City strategic goals at 5 percent, local event organizer status at 5 percent, and scheduling during an off-peak Downtown time frame at 5 percent. The top three ranked applicants are invited to make presentations of no more than ten minutes to GCRA staff and Downtown Advisory Board members. The Downtown Advisory Board makes an award recommendation, with final contract execution reviewed by the City Manager or designee. Tier 2 processing may take up to 90 days from RFP issuance to City approval. Following an event, recipients must report funding sources and amounts received, total event expenditures, paid invoices and receipts, attendance excluding the applicant's organization, all metrics requested by the Downtown Events Program Expense and Reporting Form, and a post-event analysis describing plans for improving the event in successive years. The improvement plan must be at least one typed page and is due before final grant payout. Failure to provide required post-event information within three months after event completion disqualifies the applicant and event from future funding under the program for three years.
