The Agricultural Innovation Grant, offered by Frederick County, Maryland, is designed to enhance the economic viability and sustainability of the county's agricultural sector. This initiative supports innovative projects that allow local agricultural producers to diversify or expand their operations. The program emphasizes bolstering the economic footprint of agriculture in Frederick County through strategic investments in infrastructure, equipment, and research. It specifically encourages value-added production, processing facilities, and other development aligned with long-term agricultural sustainability. Applicants eligible for this funding must be agricultural producers or processors operating within Frederick County for at least one year. Qualified entities include crop or livestock producers, agricultural cooperatives, seafood processors, and primary or secondary timber product processors. Additional criteria include the requirement of either a minimum of $2,500 in annual sales or a demonstrable investment plan with future revenue projections. Applicants must not have any unresolved zoning or permit violations and must provide documented contact with the Frederick County Planning & Zoning Office regarding their project. Applicants are required to complete a multi-step application process. This includes the development of a detailed business plan, preparation of a categorized budget with other funding sources, and submission of a “Capital Needed” description that outlines the equipment or facilities to be acquired. A description of the expected economic impact of the project is also required. If the applicant is not the property owner or a direct family member, a signed rental agreement must accompany the application. Additional contacts may be necessary for projects involving waste discharge or lands under conservation easements. The grant funds can be used for research and development, construction or renovation of production buildings, major equipment, and processing facilities. Grant recipients must submit monthly Expense Substantiation Forms along with supporting documentation until all awarded funds have been fully expended. These forms are due by the 30th of each month during the grant's lifecycle. The program does not currently have an open application period, with the next cycle scheduled to open in March 2026. As part of the evaluation process, projects are scored using a published rubric, with consideration given to the clarity and potential economic impact of the proposal. All application materials and communications, including zoning confirmation and health department consultations where relevant, must be submitted to the designated Frederick County email address.
