Ineligible expenses include out-of-state travel, lobbying, unrelated operational costs, and expenses incurred outside the contract period. Applicants must submit an electronic application through the Pennsylvania Department of Community and Economic Development Single Application for Assistance portal. Required supplemental materials include a detailed project description, budget and narrative, sustainability plan, financial need justification, personnel plan, and letters of commitment and match.
