The Administration for Community Living (ACL) is offering funding to establish a Center for Independent Living (CIL) in American Samoa to support individuals with significant disabilities in achieving independence. This opportunity, authorized under the Rehabilitation Act of 1973, as amended, provides $159,762 annually for a two-year performance period beginning September 1, 2025. The award focuses on delivering essential independent living services to underserved populations in American Samoa.
CILs must offer core services, including information and referral, independent living skills training, peer counseling, and individual and systems advocacy. Additional services include assisting individuals transitioning from institutional settings, supporting those at risk of institutionalization, and helping youth transition to postsecondary life. The CIL must also address specific community needs and align with the territory's Plan for Independent Living.
Eligible applicants are consumer-controlled, community-based, cross-disability, nonresidential private nonprofit agencies. Indian tribal organizations, faith-based organizations, and other community-based nonprofits may apply. If no eligible nonprofit applies, a designated state entity (DSE) may receive funding temporarily under Section 724 of the Act. Applicants must demonstrate the legal authority to operate a CIL, adhere to statutory requirements under Section 725 of the Act, and comply with all program standards and assurances.
Proposals must outline strategies to promote the independent living philosophy, emphasizing consumer control, self-help, peer support, and advocacy. Applicants are required to conduct aggressive outreach to reach unserved or underserved populations, including minority groups and those in rural or urban areas. The proposal must detail plans to improve the quality and availability of independent living services in the community.
Annual evaluations are required to measure program effectiveness and ensure compliance with federal standards. Applicants must submit reports detailing the number of individuals served, types of services provided, sources of funding, and employment statistics for individuals with disabilities. Collaboration with the Statewide Independent Living Council, other CILs, and federally funded programs under the Workforce Innovation and Opportunity Act (WIOA) is strongly encouraged to enhance service delivery and address systemic challenges.
Applicants must submit complete applications by June 16, 2025. An informational webinar on May 16, 2025, will provide additional guidance.
