Grant Description

The Large Animal Veterinary Grant Program is administered by the Virginia Department of Agriculture and Consumer Services (VDACS) through the Office of the State Veterinarian. Established pursuant to the Code of Virginia § 3.2-5901.2, the program was launched to address a statewide shortage of veterinarians specializing in large animal care. This shortage has been identified as a critical issue affecting livestock, poultry, and equine industries, with implications for agricultural productivity, animal welfare, and public health. VDACS has determined that all regions of the Commonwealth currently qualify as shortage areas, although this designation may evolve in future years if service capacity improves. The primary purpose of the program is to incentivize veterinarians to establish, expand, or maintain large animal veterinary practices in underserved areas of Virginia. By offering financial support, the program aims to improve access to essential veterinary services such as herd health management, disease prevention, reproductive services, and emergency care. The initiative also seeks to strengthen the agricultural economy by ensuring producers have reliable access to veterinary expertise, thereby reducing risks associated with delayed treatment, disease outbreaks, and regulatory noncompliance. Funding is structured as a grant of up to 110000 dollars per recipient, distributed over a three-year service commitment period from January 1, 2026 through December 31, 2028. Recipients may choose between a standard disbursement schedule of 40000 dollars in each of the first two years and 30000 dollars in the third year, or propose a custom schedule that aligns with their operational needs, provided the total does not exceed the program maximum. Funds are intended to enhance the recipient’s ability to deliver large animal veterinary services and may be used for practice establishment or expansion, equipment purchases, mobile unit outfitting, travel expenses, staffing support, student loan repayment, and other approved costs related to veterinary service delivery. Eligibility is limited to licensed veterinarians who are actively engaged in large animal practice or intend to practice in Virginia. Applicants must demonstrate experience or specialization in treating livestock, poultry, or equines as defined under Virginia law. The application process requires submission of a completed application form along with several supporting materials, including a resume or curriculum vitae, three essays addressing the applicant’s motivations, planned use of funds, and community involvement, one professional letter of recommendation, two community letters of support, and a detailed proposed budget outlining the use of grant funds over the three-year period. Applications are evaluated by a panel composed of the State Veterinarian and representatives from multiple agricultural and veterinary organizations, including the Board of Veterinary Medicine, Virginia Farm Bureau, Virginia Cooperative Extension, Virginia Academy of Food Animal Practitioners, Virginia Veterinary Medical Association, and the Virginia Tobacco Commission. The panel uses a standardized scoring rubric to assess applications, and the four highest-scoring applicants are selected for funding. Awardees must commit to providing large animal veterinary services for the full three-year term, and failure to meet this obligation may result in repayment requirements. The application period for the initial cycle opened on July 1, 2025 and closed on September 1, 2025 at 11:59 p.m. Eastern Time. Applications were submitted either by email to the State Veterinarian’s office or by mail to the VDACS office in Richmond, Virginia. While the program is currently closed, it is structured in a way that suggests potential future cycles, particularly given the ongoing nature of the veterinary shortage. For additional information or inquiries, applicants are directed to contact the State Veterinarian’s Office via phone or email.
