Living Traditions: Organizations Providing Folk Art Opportunities
This grant provides financial support to West Virginia-based nonprofit organizations, schools, and local governments for projects that promote and preserve folk and traditional arts through community engagement and programming.
The Living Traditions: Folk Arts grant program is administered by the West Virginia Department of Tourism in partnership with the West Virginia Commission on the Arts. This program is aligned with the broader mission of supporting and preserving cultural heritage, particularly as defined by the National Endowment for the Arts. Folk and traditional arts are described as expressions rooted in community life, passed down through generations, and reflective of shared cultural values. These traditions include a wide range of practices such as music, dance, crafts, storytelling, foodways, and other forms of community-based artistic expression. The program emphasizes sustaining these traditions within West Virginia communities. The primary purpose of this grant is to provide financial support of up to 5000 dollars for projects that deliver folk and traditional arts programming to residents of West Virginia. Eligible activities include performances, workshops, training sessions, and exhibitions that engage the public and promote cultural continuity. Funding is structured to cover up to 75 percent of total project costs, with a stricter limit of 33 percent for higher education institutions. This ensures that applicants maintain significant investment in their projects while leveraging state support to expand access and quality. A mandatory matching requirement is enforced, requiring applicants to contribute at least 25 percent of the total project cost in cash. In-kind contributions are explicitly disallowed for matching purposes. This requirement reinforces financial commitment and project feasibility. Funds may be used for a variety of allowable expenses including artist fees for visiting instructors, travel costs, materials, space and equipment rentals, and marketing. However, restrictions apply to ensure funds are used strictly for programmatic purposes. Ineligible expenses include administrative overhead, hospitality costs, instrument purchases, fundraising activities, and any projects conducted outside West Virginia or not open to the general public. Eligibility for the program includes West Virginia-based nonprofit organizations with 501(c)(3) status, local government entities, public and private schools, and institutions of higher education. Applicants must meet several compliance requirements, including being in operation for at least one year, maintaining good standing with the West Virginia Secretary of State, and holding active registrations with SAM.gov and the state vendor system. Additionally, applicants must not be listed on any federal or state debarment lists and must have completed all reporting obligations for prior grants from the same agencies. The application process requires submission through the GoApply portal. Applicants must prepare a comprehensive application package that includes a cover page, project narrative, detailed budget, ADA compliance statement, and supporting documentation such as cost estimates, contracts, and work samples. The narrative section requires detailed responses about organizational history, project design, cultural significance, accessibility, and evaluation methods. Applications are reviewed competitively by a panel of experts and scored based on artistic excellence, merit, organizational impact, and completeness of the application. The grant operates on a recurring annual cycle with two funding rounds. Round One applications are due May 18 at 4:59 PM, supporting projects from July 1 through June 30 of the following year. Round Two applications are due October 1 at 4:59 PM, supporting projects from January 1 through June 30. Projects must occur within the defined funding period, and funds must be expended within 30 days of receipt. Applicants may appeal denied applications within 60 days, provided they can demonstrate errors in the review process without introducing new project elements. Evaluation criteria are clearly defined and weighted equally across four categories, each worth 25 points, for a total of 100 points. These include artistic excellence in preserving traditional arts, overall project merit and feasibility, organizational capacity and community impact, and clarity and completeness of the application. Additional consideration is given to projects in economically distressed counties. This structured evaluation ensures that funded projects align with program goals and demonstrate meaningful cultural and community engagement.
