Public Works Grant Program

The Public Works Grant Program is administered by the Minnesota Iron Range Resources and Rehabilitation agency and is designed to provide infrastructure funding to local and Tribal governments within its service area. The program is funded through the Taconite Environmental Protection Fund and supports projects that deliver essential public services and stimulate long term economic development. With a total allocation of nine million dollars for the fiscal year, the program distributes funds competitively to projects that demonstrate strong community impact and alignment with regional priorities. The primary purpose of the grant is to finance public infrastructure improvements that enhance quality of life and economic resilience. Eligible project types include water and sewer systems, stormwater infrastructure, public buildings such as city halls and fire stations, transportation-related improvements, and recreational facilities. The program emphasizes investments that address regulatory compliance, improve essential services such as public safety and utilities, and support workforce and economic stability in mining-impacted communities. Funding is structured with a required one to one match per project, although reductions may be considered for projects located near active or recently idled mining operations if financial need is demonstrated and preapproved. Certain costs are restricted, including architectural and engineering fees exceeding ten percent of total project costs, and in kind contributions cannot be counted toward the match requirement. There is a maximum annual cap of one point five million dollars per applicant, and privately owned infrastructure projects are limited to a maximum grant of one hundred forty five thousand dollars. Eligible applicants include cities, townships, Tribal governments, nonprofit organizations that directly support public safety services, and other governmental entities created under Minnesota statutes within the agency service area. Collaboration among multiple organizations is encouraged. Projects must meet defined eligibility criteria and align with program priorities such as infrastructure improvement, job creation or retention, environmental sustainability, and service to diverse or economically distressed populations. The application process requires submission through the FLUXX grants portal and begins with a short pre application to determine project eligibility. Once eligibility is confirmed, applicants are invited to submit a full application. Required materials include a project narrative addressing evaluation criteria, cost estimates, authorizing resolutions, and supporting documentation such as maps and organizational information. Applications must be submitted within nine months of the project construction start date, and phased projects require separate applications for each phase. Applications are accepted on a rolling basis from July one through May twenty eight of the fiscal year or until funds are substantially committed. Eligible applications undergo a competitive review scored on a one hundred point scale, evaluating factors such as project impact, leveraged funding, job creation, proximity to mining activity, equity considerations, and environmental outcomes. Final funding decisions are made by the agency commissioner, and applicants are typically notified within sixty days of review. Awarded projects must comply with reporting, monitoring, and regulatory requirements throughout the grant period.
