Vibrant Communities Grant

The Vibrant Communities Grant is administered by the Georgia Council for the Arts, or GCA, whose mission is to cultivate the growth of vibrant, thriving Georgia communities through the arts. The Georgia General Assembly allocated funds to GCA specifically to increase the reach of arts grants across the state, with the program intended to help GCA fund arts programs in as many counties as possible. The program supports arts activity such as concerts, theatre productions, class field trips, art exhibits, murals, arts festivals, arts classes, artist residencies, public art, arts integration, STEAM activities, professional development, and capacity-building projects. The grant is restricted to eligible organizations physically located in the Georgia counties identified in the guidelines, which are counties where no organization received an FY27 GCA Project, General Operating Support, or Arts Education Grant. Eligible applicants include nonprofit organizations designated as 501(c)(3) organizations by the IRS and registered with the Georgia Secretary of State, local government entities, public libraries, schools or school systems, and colleges or universities. An eligible project must take place within the county where the applicant is located and must be completed between October 15, 2026, and June 1, 2027. A virtual component is permitted, but the project cannot be entirely virtual. Only one application from an eligible organization will be considered. Programs exclusively serving college or university students are not supported, although colleges and universities themselves may be eligible applicants. Applications also may not include programming that promotes a specific religious doctrine, political party, or candidate. Applicants may request between $1,000 and $5,000. The budget must contain a cash match equal to at least 50 percent of the requested grant amount, meaning the applicant must obtain from other sources at least half of the amount requested from GCA. In-kind contributions cannot satisfy this match and should not be included as project income or expenses. The GCA request also cannot exceed two-thirds of total project expenses, and total project income must equal or exceed total project expenses. The Vibrant Communities Grant is a reimbursement grant: an awarded organization must first spend funds on the approved project and then request reimbursement, with receipts submitted as part of the reimbursement request. Ineligible expenses include specified capital expenditures, debt and interest associated with capital expenditures, non-arts programs, fundraising expenses, college tuition, scholarships and prizes, endowment funds, depreciation, alcohol and food, certain entertainment expenses, lobbying, goods for resale, vehicle purchases, fiscal sponsorships, and other prohibited costs identified in the guidelines. Applications must be submitted through GCA's online grant application system at https://georgia.org/artsapply. Applicants needing a new account must provide the organization's FEIN and SAM UEI; organizations without a SAM UEI are directed to register through SAM.gov. The online application contains General Information, Authorized Officials, and Narrative Questions. Applicants answer five narrative questions addressing the organization's mission or purpose, the organization, the community served, the proposed project, and why the organization is undertaking the project and how the community will benefit. Each narrative response has a 2,000-character limit. Required attachments for all applicants include a budget and support material. Nonprofit applicants must additionally submit a board member list and their own IRS 501(c)(3) determination letter. Fiscal agents are not allowed. Support materials may be combined into one file of no more than ten pages. The guidelines do not state formal scored evaluation criteria. They do state that applications submitted after the deadline, applications missing required information, and applications from applicants that fail eligibility requirements will be ruled ineligible and will not be reviewed by the panel. Additional application information cannot be submitted after the deadline. Awards based on false application information may be cancelled. GCA also will not award grants to applicants that are or have been debarred, suspended, or otherwise excluded from receiving federal agency funds, and the guidelines identify additional disqualifying circumstances involving specified civil or criminal findings and public transactions. Applicants receiving funding must certify eligibility under GCA's debarment and suspension policy. The application deadline is Monday, August 31, 2026, at 11:59 p.m. Applicants are expected to receive funding notifications by email in mid-October 2026, and funded projects may begin October 15, 2026. Grant contracts and required forms are due in late October 2026. Grantees may submit reimbursement requests from November 2026 through June 2027 after spending funds on approved project expenses. Final reports are due 30 days after project completion, with June 30, 2027 serving as the final report deadline for projects completed through June 1, 2027. Grantees anticipating that they will not spend all grant funds must notify GCA by April 3, 2027. All projects must be completed by June 1, 2027, and the grant period cannot be extended. The guidelines do not explicitly state that this funding opportunity recurs annually or provide dates for a subsequent application cycle. A virtual office hours session was scheduled for August 6, 2026, at 2:00 p.m. GCA staff will not be available to resolve questions or technical issues after 5:00 p.m. on the August 31 deadline date. Applicants wishing to amend an already submitted application must contact GCA staff before 5:00 p.m. that day, have the application reopened, make the changes, and resubmit before 11:59 p.m. Applications will not be accepted after the deadline, including when technical problems occur after the GCA office closes.
