Grant Description

The Fair Housing Initiatives Program Private Enforcement Initiative is administered by the United States Department of Housing and Urban Development through its Office of Fair Housing and Equal Opportunity. This program was established under the Fair Housing Act to support a national network of private nonprofit organizations that work to prevent and eliminate discriminatory housing practices. Over time, the initiative has evolved into a central mechanism for strengthening private enforcement capacity alongside federal oversight, enabling local organizations to investigate, document, and address violations of fair housing laws across the United States. The primary purpose of this funding opportunity is to advance enforcement of the Fair Housing Act by supporting private nonprofit fair housing organizations in conducting investigative and enforcement activities. These activities include complaint intake, testing for discrimination, evidence gathering, mediation, and litigation support. The program is designed to enhance the ability of organizations to identify both longstanding and emerging forms of housing discrimination, particularly as housing markets and technologies become more complex. The initiative includes two components: a general enforcement component and a state and local housing discrimination component focused on government related violations. Funding under this opportunity totals approximately thirteen million five hundred forty six thousand one hundred twelve dollars for new awards, with an estimated thirteen grants expected to be issued. Awards are structured as either grant agreements or cooperative agreements depending on the level of federal involvement. The general component allows up to one million dollars over a twenty four month period, while the state and local component allows up to one million five hundred thousand dollars over the same duration. Each project period is divided into two consecutive twelve month budget periods with defined minimum and maximum annual funding thresholds. Eligible applicants must be private nonprofit organizations with specific experience in fair housing enforcement. Organizations must qualify as either a Fair Housing Enforcement Organization or a Qualified Fair Housing Enforcement Organization, demonstrating experience in complaint intake, investigation, testing, and enforcement of claims. Applicants must also hold or be in the process of obtaining federal tax exempt status and must meet additional eligibility criteria, including the absence of unresolved civil rights violations and compliance with federal grant requirements. Individuals and consortia are not eligible to apply. The application process requires submission through Grants dot gov and includes standard federal forms, detailed budgets for each year of the project, and narrative responses addressing evaluation criteria. Applicants must provide statements of work, demonstrate organizational capacity, and respond to four rating factors covering experience, need, approach, and evaluation methods.
