Kansas Fights Addiction Responsive Grant Program

The Kansas Fights Addiction Responsive Grant Program is a rapid-response grant opportunity supporting substance use disorder abatement work in Kansas. The program is associated with the Kansas Fights Addiction Grant Review Board, the Kansas Office of the Attorney General, and Sunflower Foundation, which serves as grant administrator for the review board. Funding comes from Kansas opioid settlement proceeds obtained by the Office of the Attorney General. The program is intended to prevent, reduce, treat, or mitigate the effects of substance abuse and addiction and is authorized under the Kansas Fights Addiction Act, KSA 75-775 to 75-781. Responsive grants are specifically designed for short-term, immediate needs and time-sensitive opportunities where waiting for a standard funding cycle could result in lost leverage, significant risk, or adverse consequences. Eligible requests must address either an immediate and urgent need involving SUD-related services that are already being provided and would stop without responsive funding, or a time-sensitive matching or braided funding opportunity that would be lost without the award. An immediate need must have resulted from circumstances outside the applicant organization's control and cannot be caused by the end of a previous or current KFA award. The request must be one-time and non-renewable, and the project must have funding secured beyond the responsive request so that additional KFA funding will not be necessary for sustainability. Applicants also must have received partial funding and/or sought outside funding sources, and KFA funding may not supplant existing funds. Match or braided funding arrangements require a Letter of Commitment documenting the committed source and amount. Eligible applicants include legally formed entities that are registered, active, and in good standing with the Kansas Secretary of State and are tax compliant. Eligible organization types include nonprofit entities, including qualifying churches and religious organizations, for-profit entities, and instrumentalities of state or local government. Examples include public health departments, public safety and law enforcement agencies, specialty courts, first responders, housing authorities, SUD treatment providers, mental health centers, hospitals, federally qualified health centers, rural health clinics, pharmacies, prevention and youth-serving organizations, community coalitions, recovery housing programs, legal aid organizations, schools, colleges and universities, technical or vocational schools, and organizations providing recovery, re-entry, wraparound, or overdose prevention services. Nonprofit and for-profit entities are specifically required to document that they have been established and providing SUD-related services in Kansas for at least three years. Services supported with KFA funds must be provided in Kansas or for Kansans; organizations operating across state lines may receive prorated support only when they document the percentage of services benefiting Kansas or Kansans. Grant funds must support opioid and/or co-occurring substance use disorder abatement strategies and meet at least one qualifying criterion under the Kansas Fights Addiction Act. Statutory considerations include science- and data-driven approaches, sustainability after grant funds are exhausted, applicants that are not otherwise seeking or receiving opioid-litigation funds, and expansion of qualifying certified drug abuse treatment programs. Supplantation, non-abatement strategies, opioid litigation expenses, campaign contributions, and illegal expenditures are prohibited. Direct project operating expenses may be allowable, while indirect operating expenses must be no more than 10 percent of total direct costs. Capital items are defined as individual items over $5,000 with a useful life of at least one year and are reviewed case by case. Capital expenses require supporting bids or quotes, and proposed contractual or consultant costs over $25,000 require a formal draft Scope of Work. The general maximum award is $500,000 per request, although applicants are encouraged to request only the amount justified by actual project costs. Awards are subject to the annual allocation established by the review board and available funds. Applications are accepted year round and must be submitted electronically through the KFA Fluxx grants management system. Email or other submission methods are not accepted. Applicants must create and obtain approval for a Fluxx account before submission and are encouraged to register at least five business days before a relevant deadline. The application includes organization and project summary information and narrative questions covering the project introduction, urgency and need, organizational capacity, goals and timeline, partners, other funding, success and impact, sustainability, and the one-time nature of the request. Narrative responses are limited to 200 words or less. Required uploads include a budget workbook, a W-9 with EIN, applicable federal tax returns, current financial statements, the most recent completed audit if available, and other organization-specific documentation. Capital quotes, a Scope of Work for qualifying contractual or consultant costs, and a Letter of Commitment for matching or braided funds are required when applicable. Incomplete applications are not reviewed. KFAB reviews responsive applications quarterly, generally in March, June, September, and December, and typically meets on the second Friday of the month. To be considered for an upcoming quarterly review, a complete application must be submitted a full three weeks before that meeting by 4:00 p.m. Central Time. Applications received after a cutoff are held for the next quarterly review rather than rejected because the program remains open on a rolling basis. Based on the stated typical second-Friday schedule, the September 2026 cutoff has already passed, and the next expected standard cutoff is November 20, 2026, at 4:00 p.m. CT for an anticipated December 11, 2026 review. Applicants with a qualifying critical deadline may contact KFAinfo@sunflowerfoundation.org before applying to discuss whether an application can be considered outside the normal review schedule, although no applicant is entitled to such a review. Applications are assessed for completeness, organizational eligibility, required documentation, and compliance with the KFAB-approved responsive funding criteria. Awards are competitive and may also consider the proposed work, applicant capacity, ability to address identified needs, collaboration, sustainability, and statutory criteria. Approved applicants are notified through Fluxx and subsequently receive a Letter of Agreement from Sunflower Foundation. Projects are generally expected to be completed within one year of execution of the Letter of Agreement and are non-renewable. Grantees must submit at least one program or work report and at least one financial report, with the number and timing of reports established in the Letter of Agreement. Final reports are due within 30 days after the end of the grant period.
