The Consolidated Appropriations Act, 2026 waives the competition requirement for outlying areas, and PY 2026 outlying area grant amounts are based on the administrative formula determined by the Secretary that was used under the Workforce Investment Act. Eligible outlying areas identified in the guidance are American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, the Republic of Palau, and the United States Virgin Islands. Palau remains eligible because no determination has been made by the Secretary of Labor and Secretary of Education that a Compact of Free Association prohibits assistance under WIOA. The opportunity is not nationwide and is restricted to these named outlying areas only. To apply for a consolidated award, an outlying area must submit an electronically signed SF-424, Application for Federal Assistance, through Grants.gov under Funding Opportunity Number ETA-TEGL-10-25-OA and CFDA 17.290. The SF-424 must reflect the amount for the consolidated WIOA Title I funding streams for the outlying area. The closing date for receipt of the SF-424 is 30 days from the April 28, 2026 issue date of the TEGL. Outlying areas must register in Grants.gov if not already registered and must maintain an active SAM registration. The Grants.gov process requires searching for the funding opportunity number, selecting the package, and applying through the portal. The guidance does not state a cost-share or matching requirement for the consolidated outlying area grants. Funds are subject to WIOA and appropriations requirements, including salary and bonus limitations at Executive Level II and quarterly financial reporting. Consolidated WIOA outlying area grantees must submit two ETA 9130 Basic quarterly financial status reports each quarter, one covering funds received for April and July periods and one covering funds received for October funds.
