Funding is provided on a reimbursement basis, meaning awarded organizations must initially cover program expenses and then request reimbursement with appropriate documentation. This requires applicants to maintain sufficient financial capacity, typically at least a ninety day operating reserve, to manage payroll, vendor payments, and other program costs before reimbursement is received. Awarded agencies must submit monthly reimbursement requests and quarterly progress reports, ensuring accountability and alignment with program goals throughout the funding period, which runs from July 1, 2027 through June 30, 2028. Additional requirements include maintaining a conflict of interest policy, undergoing a risk assessment, and meeting insurance requirements if applicable. The application window for the funding cycle opens on October 1, 2026 and closes on October 29, 2026. Prior to submission, applicants are encouraged to attend optional pre-application trainings, bidder conferences, and office hours to better understand requirements and expectations. While these sessions are not mandatory, they provide valuable guidance and clarification. Applications must be complete and submitted by the deadline, as late or incomplete submissions will not be considered. Once submitted, applications cannot be modified. Following submission, applications undergo a review and evaluation process that considers program design, financial viability, past performance for returning applicants, and alignment with community needs. Department Initiative applications are reviewed first, and those not selected may be considered under the Community Initiative track. Final funding decisions are subject to approval by the Clark County Board of County Commissioners.
