However, funds cannot be used for activities unrelated to startup ecosystem expansion, including research and development, lobbying, or real estate acquisition. The program requires a minimum 10 percent match, which can be provided through cash or in-kind contributions, with preference given to applicants offering higher matching levels. Eligibility is limited to nonprofit organizations that serve as the lead applicant on behalf of a consortium. While for-profit entities may participate as consortium members, they are not permitted to apply directly. The applying nonprofit must already have a formal presence in Wisconsin and must demonstrate its role within a structured consortium that includes defined governance, roles, responsibilities, and a memorandum of understanding among partners. Each consortium must include at least one key entity type such as an entrepreneur support organization, economic development organization, or higher education institution, and may include additional partners across industry, government, and community sectors. The application process follows a structured, non-rolling timeline with submissions accepted during a defined window in the second half of 2025. Interested applicants are encouraged to first engage with a WEDC Account Manager to assess project alignment and eligibility. Upon confirmation, applicants are invited to submit their proposals through the Network Wisconsin platform. Applications are evaluated based on multiple criteria including consortium capacity, ecosystem maturity, startup impact, marketing strategy, measurable outcomes, sustainability planning, and alignment with WEDC priorities. The review process may include panel evaluations and consortium interviews, followed by underwriting and final award decisions. For the initial funding cycle, WEDC anticipates awarding four to six grants, with individual awards ranging from 200000 to 2000000 dollars and a total program allocation of 3500000 dollars. Funded projects are expected to run between 12 and 36 months. Recipients are required to submit semi-annual performance reports and may be subject to extended annual reporting depending on whether funds are passed through to businesses.
