Grant Description

The Brownfield Opportunity Area Program is administered by the New York State Department of State through its Office of Planning, Development and Community Infrastructure. The program is funded through the Environmental Protection Fund and is designed to support community-led revitalization efforts in areas affected by brownfields, vacant properties, and historical disinvestment. Brownfields are defined as properties where contamination or the potential for contamination has hindered redevelopment, creating economic and environmental challenges for local communities. This program seeks to transform such areas into productive assets that support economic growth, environmental health, and community resilience. The primary purpose of the program is to provide financial assistance for planning and implementation activities that address clusters of brownfield sites at a neighborhood or area-wide scale. Rather than focusing on individual sites, the program emphasizes comprehensive planning strategies that identify redevelopment opportunities, assess environmental conditions, and establish long-term visions for revitalization. The program supports four main categories of activities: pre-planning, planning, predevelopment, and Phase II environmental site assessments. Each category addresses a different stage in the redevelopment process, from initial identification of potential sites to advanced planning and environmental testing required to enable redevelopment. Funding is provided on a reimbursement basis, with the state covering up to 90 percent of total eligible project costs. Applicants are required to provide a minimum 10 percent match from eligible sources, and failure to demonstrate sufficient match funding may result in a reduced award. Partnerships between eligible entities are encouraged, and joint applications are permitted provided a primary applicant is designated. Certain pre-submission requirements apply, including governing board resolutions and, for nonprofit applicants, prequalification through the New York Statewide Financial System. Applications must be submitted through the New York State Consolidated Funding Application portal. The submission deadline for this cycle is July 31, 2026 at 4:00 PM Eastern Time. Written questions regarding the application were accepted through June 19, 2026, with responses published by July 10, 2026. The application process requires detailed project descriptions, budgets, work plans, and supporting documentation such as resolutions and certifications. While letters of support are encouraged, they are not mandatory. Applicants are also expected to provide a clear timeline and demonstrate readiness to proceed with the proposed project. Applications are evaluated based on a comprehensive scoring system that includes criteria such as demonstration of brownfield conditions, economic distress, project feasibility, community support, environmental benefits, and budget justification. A total of 100 points is available, with 80 points allocated to program criteria and 20 points assigned by Regional Economic Development Councils based on alignment with regional priorities. Awards are made in rank order until available funding is exhausted. The contract period for awarded projects may extend up to five years, subject to funding availability and satisfactory progress.
