Main Street Iowa Challenge Grant

Funding supports one-time project expenses incurred during the contract period, which spans two years from execution. Eligible expenses include construction labor and materials, site preparation, surveying, architectural and engineering services, permits, inspection fees, and interest on construction loans during the contract period. Ineligible expenses include property acquisition, demolition, site improvements such as parking lots and sidewalks, furnishings, appliances, and professional services unrelated to construction such as legal or accounting fees. The program operates on a reimbursement basis, with partial payments allowed once at least half of the project is complete and final disbursement contingent upon inspection and documentation. A mandatory cost-sharing requirement applies to all awards, requiring a one-to-one match. At least sixty-five percent of the match must be in cash, while up to thirty-five percent may consist of documented in-kind professional services. Volunteer labor and staff time are not eligible as match contributions. This structure ensures that funded projects demonstrate strong financial commitment and readiness while leveraging state funds to maximize local investment. Eligibility is limited to Main Street Iowa programs that are in good standing and compliant with prior contractual obligations. These organizations must apply on behalf of local property owners within their designated districts, acting as the formal grantee and intermediary for fund disbursement. Previous beneficiaries may apply for additional funding for phased projects if prior work is complete and funds have been fully expended. Applications must be submitted through the IowaGrants.gov portal, and only one application per Main Street program is permitted per funding cycle. The application deadline for this opportunity is August 27, 2026, at 4:00 PM, and late or incomplete submissions will not be considered. Applications are reviewed and scored by Main Street Iowa and Iowa Economic Development Authority staff based on criteria outlined in the application materials.
