Hurricane Loss Mitigation Program Grant

The Hurricane Loss Mitigation Program Grant is administered by the Florida Division of Emergency Management through its Bureau of Mitigation. The Division is soliciting applications for the Fiscal Year 2026-2027 Hurricane Loss Mitigation Program, with funding provided by the Florida Legislature pursuant to section 215.555(7)(c), Florida Statutes, and through the grants and aid appropriation category. The program is intended to support hurricane loss mitigation activities in Florida. For the FY 2026-2027 funding opportunity, a total of $2,884,280 is available for projects. Each applicant may submit only one application and may request no more than $250,000 for the State share. Grant funds awarded under HLMP qualify as state financial assistance under the Florida Single Audit Act. Eligible HLMP project types include residential and non-residential wind retrofits; property acquisition and demolition for non-residential properties only; localized flood risk reduction activities such as culverts, drainage improvements, and retention ponds; and utility retrofits such as lift or pump station retrofits or elevations and utility protection. Ineligible activities include pre-construction planning, work on non-site-built homes, equipment purchases, reconstruction and/or elevations, generators and related wiring, work on mobile or manufactured homes, work on a portion of a structure connected to a non-mitigated structure, and water quality, dredging, or muck removal activities. Work completed after award must conform to the approved scope of work; work not completed according to that approved scope will not be eligible for reimbursement. Eligible applicants are government entities, nonprofit organizations, and public and private education institutions. Only one project per applicant is permitted. For FY 2026-2027, a Notice of Interest was required before submission of an HLMP application. The Notice of Interest period ran from January 21, 2026 through February 20, 2026 at 5:00 PM EDT. The Division indicated that eligibility feedback and information to assist with application development would be provided before the application period. The full application period opened March 23, 2026, and applications were required to be submitted by email to HLMP@em.myflorida.com no later than 5:00 PM EDT on April 17, 2026. The application requires a transmittal letter limited to one page and signed by an authorized individual. It must identify the organization name, project title, Federal Tax ID Number, point of contact information, and authorized signature. Applicants must also provide Benefit Cost Analysis support documentation, including documentation supporting project costs and project benefits and the applicable technical forms or worksheets. Depending on the project, these materials may include the Flood Control - Drainage Worksheet, Utility Mitigation Worksheet, Property Information Sheet for each proposed structure, Voluntary Participation Form, and photographs. The HLMP Application Form requires applicant information, hazards to be mitigated and level of protection, project cost, project description and scope of work, project location and risk information, additional information, and project milestones and schedule of work. Applicants are instructed to reference the programmatic and technical unit engineering responses to their Notice of Interest when completing the requested forms and worksheets. Applications are evaluated by a committee of Florida Division of Emergency Management employees. Committee members independently score each application, and their scores are averaged to establish the Technical Evaluation Score. A maximum of 100 points is available, and an applicant must receive an average Technical Evaluation Score of at least 75 points to be considered for an award. Complete applications with all required documentation can receive 20 points. Risk Reduction and Loss of Service Factors account for up to 50 points, including consideration of whether the project is located in a Fiscally Constrained County, the percentage of population protected, and the type of mitigation activity. Property Type Protected accounts for up to 30 points, with residential and/or critical/governmental facilities receiving the highest available score under that criterion, followed by infrastructure and public structures. The period of performance begins upon issuance of the Award Letter, no earlier than July 1, 2026, and continues through June 30, 2027. After the Award Letter is issued, the Division will develop and route a State-Funded Grant Agreement for execution by both parties and encumbrance of funds. The approved scope of work will be monitored, and information concerning reimbursements and quarterly reports will be included in the State-Funded Grant Agreement and addressed during a Kick-Off Meeting following issuance of the Award Letter.
