Grant Description

The Spark the Arts Grant is administered by the St. George Arts Commission, an advisory body established in 1990 by the City Council of St. George. The Commission is responsible for supporting cultural development within the city and recommending how municipal funds should be distributed to strengthen the local arts ecosystem. This grant program is funded through appropriations made annually by the Mayor and City Council and is designed to directly support artistic and cultural initiatives that benefit residents of St. George. The primary purpose of the Spark the Arts Grant is to provide financial assistance for arts programming, projects, cultural activities, and creative work produced by arts organizations and individual artists located within St. George. The grant emphasizes projects that deliver clear public benefit, enhance community engagement, and contribute to the cultural vitality of the city. It is distinct from the RAP Tax Grant program and is specifically structured to support one time or unique projects, including those that may not qualify under other funding streams. Funding is limited to a maximum request of 5000 dollars per project, and several restrictions apply to how funds may be used. The program does not support projects that have already been completed prior to application, routine operational expenses, deficit funding, or travel outside of St. George. Additionally, for profit entities are not eligible, and applicants may not request funding for the same project more than once within the same fiscal year. These limitations are intended to ensure that funding is used strategically for new and impactful initiatives. A key requirement of the program is the matching funds condition. Applicants must demonstrate a one to one match for the requested grant amount, meaning that grant funds cannot be the sole source of project funding. In kind contributions may count toward this requirement, but only up to fifty percent of the total match. Applications that fail to demonstrate matching funds are considered incomplete and will not be reviewed, reinforcing the program’s emphasis on shared investment and financial planning. The application process operates on a rolling basis throughout the fiscal year, allowing applicants to submit proposals at any time until funds are fully allocated. Once submitted, applications are reviewed by the Arts Commission at the next scheduled monthly meeting, provided the submission is received at least one week in advance. Only complete applications are considered, and incomplete submissions may be deemed ineligible. Evaluation criteria include demonstrated community impact, quality and breadth of programming, evidence of planning and fiscal management, and commitment to serving the public. Applicants are required to submit detailed project information, including a project description, intended locations and dates, success metrics, and documentation of additional funding sources. Organizational applicants must provide background information, staffing data, and nonprofit designation where applicable, while individual artists must include biographies and relevant experience. Additional materials such as budgets and supporting documents may also be required to support the application. Following award decisions, recipients must comply with reporting and acknowledgment requirements. Grantees are required to credit the St. George Arts Commission and the City in promotional materials and submit an evaluation report within thirty days of project completion, and no later than June 30 of the grant cycle. Commission members may also conduct onsite reviews of funded projects, and recipients must provide access to events free of charge. For further assistance, applicants may contact the Community Arts Manager via phone or email for guidance during the application process.
