Grant Description

The Administration for Community Living within the U.S. Department of Health and Human Services, through its Administration on Aging and the Office for American Indian, Alaska Native and Native Hawaiian Programs, offers a cooperative agreement opportunity to establish and operate National Resource Centers focused on Native elder populations. These Resource Centers are intended to improve the quality, accessibility, and effectiveness of services delivered to American Indian, Alaska Native, and Native Hawaiian elders by strengthening knowledge, technical assistance, and best practices across the aging services network. The primary purpose of the program is to enhance service delivery systems that support Native elders by providing national leadership, data-driven insights, and targeted technical assistance. Funded Resource Centers will support Title VI grantees, tribal governments, tribal organizations, Native-serving organizations, and institutions of higher education. The initiative emphasizes improving outcomes related to health, long term care, elder abuse prevention, and other critical issues affecting Native elder populations. Each awardee must focus on at least one priority population and demonstrate measurable impact through defined goals and outcomes. Funding is structured as a cooperative agreement with substantial federal involvement. The total expected program funding is 1020000 dollars across three awards, with each awardee receiving approximately 215343 dollars per year over a three year performance period. The program requires a mandatory 25 percent cost share, which can be calculated either as a portion of total project cost or as a proportion of the federal share. Funds may not be used for construction, major rehabilitation, or basic research, and must comply with federal cost principles and policy restrictions, including limitations on certain programmatic activities and expenditures. Eligible applicants include a wide range of domestic nonprofit and public entities such as tribal governments, community based organizations, faith based organizations, hospitals, and institutions of higher education. The application must include a project narrative, budget narrative, required federal forms, and supporting attachments such as proof of nonprofit status and commitment letters. Applications must be submitted through Grants.gov by July 27, 2026 at 11:59 pm Eastern Time. Applicants must maintain active registrations in SAM.gov and Grants.gov, including a valid Unique Entity Identifier. The review process includes an initial eligibility screening followed by a merit based panel review using criteria such as project relevance, approach, impact, and organizational capability. Final funding decisions consider additional factors including geographic distribution, past performance, and alignment with agency priorities. Awards are expected to be issued by September 30, 2026, with the project period beginning immediately thereafter and continuing for three years. Recipients must participate in regular coordination with ACL, including monthly and quarterly meetings, and submit semi annual performance reports.
