Family Violence Prevention and Services Act Grant Program

The Family Violence Prevention and Services Act Grant Program is administered in Georgia by the Criminal Justice Coordinating Council, which is designated by the Governor as the State Administering Agency for criminal justice and victims' assistance programs and is responsible for fiscal and programmatic oversight of domestic violence grant programs. The federal funding source is the Family Violence Prevention and Services Act, administered through the Administration on Children, Youth and Families. FVPSA is the primary federal funding stream dedicated to emergency shelter and supportive services for victims of domestic violence and their dependents. This solicitation provides continuation funding for current state-certified domestic violence shelter programs in Georgia and is intended to support intervention services, awareness, and education that address domestic violence and promote trauma-informed responses. Funded programs are expected to serve victims of domestic violence and their children through services that may include safe and confidential shelter staffed 24 hours a day, a 24-hour crisis line, service planning and case management, safety planning, structured children's activities, individual and group counseling, peer support, legal and medical advocacy, social service and financial advocacy, household establishment services, transportation access, follow-up, TANF assessments, parenting support and education, non-residential support services, and community outreach and awareness. Applicants must describe how intervention services and awareness and education activities will be delivered and how culturally and linguistically appropriate services are provided. Allowable budget categories include personnel and fringe benefits, travel, qualifying equipment, supplies, printing, office and other operating costs, consultant fees, and contracts. Funds must supplement existing resources and may not supplant funds already appropriated for the same purpose. Prohibited costs and activities include land acquisition, bonuses or commissions, costs outside the award period, construction and capital improvements, grant preparation fees, direct payments to victims, religious promotion in direct services, political activities, and other activities identified in the RFA. This is continuation funding. The RFA states that awards are limited to FFY 2025 Continuation Award recipient organizations providing domestic violence services. Eligibility provisions state that an applicant must be a 501(c)(3) nonprofit organization or a public government entity, serve as fiscal agent and point of contact to CJCC, assume responsibility for financial, programmatic, and post-award reporting, be certified to receive LVAP 5 percent funds, be certified as a Human Trafficking Victim Assistance Organization when applicable, and have been recognized as a state-funded certified Domestic Violence Shelter in FFY25. The cover page more narrowly describes applicants as Georgia 501(c)(3) nonprofit organizations, creating an internal eligibility wording difference that should be verified with CJCC before treating public government entities as eligible. Agencies lacking certain certifications may apply where permitted by the RFA, but required certification must be completed before funds can be drawn down. Applicants also must satisfy background check, confidentiality, civil rights, nondiscrimination, limited English proficiency, fiscal accountability, SAM registration, UEI, and other federal and CJCC requirements. Applications must be submitted online through the IGX Grants Management System. Applicants select the 2026 Family Violence Prevention and Services Act Continuation Application and complete the required application information. The application requests applicant and implementing agency information, UEI and LVAP certification information, designated Project Director, Financial Officer and Authorized Official information, congressional districts and service information, language access information, project type and counties served, hotline and service statistics, FVPSA-funded staffing, agency fiscal year dates, descriptions of FVPSA-funded activities and staff responsibilities, explanations of work addressing stated priority areas, culturally and linguistically appropriate services, and a sustainability plan. Applicants must also complete a detailed budget and budget narrative. Required attachments are the Budget Narrative, Detailed Budget Worksheet, Organizational Chart, and Match Letter. Supporting documentation for budgeted items and other documents such as protocols, MOUs, and letters of support are identified as optional. Applications are reviewed by CJCC staff, the Victim Assistance Grants Committee, and the Council. CJCC states that at any point during review it may decide not to fund a project or any part of a project and that these decisions are within CJCC's discretion. Budget line items are reviewed for allowability, justification, and reasonableness, and CJCC may change or negotiate proposed budgets at the time of award. Appendix B provides agency-specific FVPSA allocations, ranging from 18707 to 45000 among the 47 listed allocation entries. A 20 percent match requirement applies, but CJCC states that it is paying the 20 percent match requirement for all state-certified domestic violence shelter programs. Each agency must nevertheless submit a letter identifying funding it would earmark to fulfill the match requirement for auditing purposes, and those funds should not be used as match for another funding source. The RFA was released July 2, 2026, and applications were due by 5:00 p.m. on Monday, July 20, 2026. No separate LOI, concept paper, or other pre-application gating deadline is stated. Grantees must comply with monthly or quarterly financial reporting and quarterly program reporting requirements, including program data, narrative reports, safety planning and service outcome measures. Performance deliverables are due 30 calendar days after each reporting period, with quarterly deadlines of October 30, January 30, April 30, and July 30. The RFA does not expressly state that this solicitation recurs annually or provide a future application cycle date.
