FY25 Collaborative Reform Initiative Invitational

The U.S. Department of Justice, through its Office of Community Oriented Policing Services (COPS Office), has announced the FY25 Collaborative Reform Initiative (CRI) Invitational funding opportunity. The COPS Office provides grants and technical assistance to advance the practice of community policing, focusing on public safety partnerships and the improvement of policing services. The FY25 CRI Invitational program aligns with this mission by supporting efforts that promote officer safety and wellness, enhance agencies’ capacity for self-improvement, and disseminate best practices nationwide. This initiative is part of broader federal efforts to enhance law enforcement performance and collaboration across jurisdictions. This grant opportunity offers funding through cooperative agreements, emphasizing collaborative work between the federal government and selected applicants. The funding is intended to recognize and support the exemplary work of law enforcement agencies, promote community policing practices, and help implement common sense policing strategies. The initiative particularly supports efforts that bolster public safety, improve police-community relations, and build organizational capacity for law enforcement agencies across the country. The program is explicitly invitational, meaning only applicants who have received a direct invitation from the COPS Office are eligible to apply. These applicants must be compliant with 8 U.S.C. §1373, which mandates that state and local government entities must not inhibit information sharing regarding the immigration status of individuals with relevant federal, state, or local agencies. Only one applicant per proposal is allowed, though other entities may participate as subrecipients. The lead applicant is responsible for administering the award and ensuring full compliance with the funding terms, including overseeing subrecipients. Applications must be submitted through both Grants.gov and the JustGrants system. The funding opportunity allows for a single award, with an award ceiling and total program funding of $4,750,000. There is no cost-sharing or matching requirement. The application deadline is June 24, 2025. All awards are contingent upon available appropriated funds and may be subject to modifications required by law.
