The U.S. Department of State, through the U.S. Embassy in Algiers and its Public Diplomacy Section, has issued a Notice of Funding Opportunity titled Freedom250 Advancing U.S. Artificial Intelligence Leadership in Algeria. This initiative is part of a broader diplomatic and technological engagement strategy designed to celebrate 250 years of American innovation while strengthening international partnerships in emerging technologies. The program emphasizes advancing U.S. leadership in artificial intelligence by promoting American tools, standards, and governance frameworks within Algeria’s rapidly developing digital and educational landscape. The primary purpose of this grant is to fund a single implementing partner that will deliver a comprehensive, hands-on artificial intelligence training program across five American Spaces located in Algiers, Bechar, Constantine, Oran, and Ouargla. The initiative aims to train at least 150 participants, including university students, educators, entrepreneurs, and community leaders, equipping them with practical skills in AI fundamentals, prompt engineering, evaluation methods, and localized application development. The program is structured as a modular curriculum delivered over a period of up to twelve months, culminating in collaborative, project-based outputs that address real-world challenges. Funding for this opportunity is provided under the Fulbright-Hays program framework, with total available funding of approximately 30000 dollars and individual awards ranging from 5000 to 30000 dollars. Only one award is anticipated. The period of performance is expected to range from six to twelve months, with an anticipated start date of October 1, 2026. While cost sharing is encouraged, it is not required. Funds may be used for programmatic costs such as personnel, travel, equipment, supplies, and contracted services, but may not be used for construction, direct social services, partisan political activity, religious programming, or scientific research unrelated to the program goals. Eligible applicants include nonprofit organizations, educational institutions, and public international or governmental organizations. For-profit entities are not eligible to apply. Applicants must demonstrate organizational capacity, experience in program delivery, and the ability to manage federal funds. All organizations must obtain a Unique Entity Identifier and maintain active registration in SAM.gov. Only one proposal per organization is permitted, and applicants may partner with subrecipients provided roles are clearly defined. The application process requires submission of standard federal forms including SF-424, SF-424A, and SF-424B, along with a detailed narrative proposal not exceeding four pages. The proposal must include a summary, organizational background, problem statement, program design, timeline, key personnel, partnerships, sustainability plan, and a monitoring and evaluation framework. Applicants must also submit a detailed line-item budget and justification narrative, resumes of key personnel, letters of support, proof of nonprofit status, and registration documentation. Applications are due by August 10, 2026, at 11:59 PM Algiers time, with questions accepted until July 31, 2026. Submissions may be made via Grants.gov or email. Proposals will be evaluated based on program quality, organizational capacity, implementation planning, budget justification, monitoring and evaluation, and sustainability. Applicants can expect notification within approximately 120 days after the deadline. This is a one-time funding opportunity with no explicit recurring cycle, although continuation funding may be considered based on performance and availability of funds.
