Grant Description

The Reduction of Truck Emissions at Port Facilities Competitive Grant Program is administered by the Federal Highway Administration within the U.S. Department of Transportation. This program was established under Section 11402 of the Infrastructure Investment and Jobs Act and is designed to address emissions generated by idling trucks at port facilities. The initiative reflects a broader federal effort to improve environmental outcomes, modernize freight systems, and enhance operational efficiency in port-related transportation networks. However, all applicants must provide a minimum non-federal cost share of 20 percent of the total project cost. Eligible matching funds may come from state, local, or private sources, but previously incurred costs cannot be counted toward this requirement. Eligible applicants include entities that have authority over, operate, or utilize port facilities or intermodal transfer facilities, as well as those responsible for adjacent areas or those conducting emissions reduction testing and evaluation. Projects must be located within or near port facilities for deployment activities, while testing projects may occur elsewhere if they are directly related to port emissions reduction. Joint applications are permitted, provided a lead applicant is identified and all participating entities clearly define their roles and responsibilities. Applications must be submitted electronically through Grants.gov and must include a structured package consisting of a cover page, project narrative, supporting exhibits, budget documentation, and required federal forms. The project narrative must address eligibility, detailed project description, deployment or testing plans, merit criteria, and readiness assessment. Applicants must also provide documentation demonstrating their ability to meet the cost share requirement, including letters of commitment where applicable. Applications are evaluated based on three primary merit criteria: reduction of emissions at ports, innovation, and benefits to American families and communities. Additional evaluation includes a readiness assessment that considers technical feasibility, financial completeness, and permitting risks. Projects are rated and ranked through a structured review process involving technical and senior review teams within the Department of Transportation. Final selections are based on merit, readiness, and alignment with departmental priorities. The application window opens on May 19, 2026 and closes on June 19, 2026 at 11:59 PM Eastern Time. Award announcements are anticipated in Summer 2026. The period of performance for funded projects is expected to range from one to four years. Recipients will be reimbursed for eligible expenses and must comply with federal reporting, compliance, and administrative requirements, including quarterly progress and financial reporting.
