The TopArts Grant Program, established in 2016, is Topekaโs premier initiative dedicated to supporting artistic expression across all disciplines within the city. Funded by the City of Topeka and administered by ArtsConnect, this grant program is designed to enrich the community through increased access to the arts and the development of public art. ArtsConnect serves as the managing entity for the allocation and distribution of these municipal funds, making funding decisions based on the criteria outlined in the Topeka Arts & Culture Master Plan. The program aims to support projects that expand meaningful art experiences, foster connections between artists and audiences, and promote public art initiatives. Applicants are encouraged to propose projects that reflect one or more of the program's strategic goals, including cultural inclusion, equitable access, and community beautification. Funding is available in three distinct categories: increasing access to arts programs, creating new works of public art, and maintaining or expanding existing public art. Grants range from $500 to $5,000, with a historical average award of $1,500. While a cost match is not required, applicants are encouraged to include matching funds as an indicator of project sustainability. Projects funded by the grant must primarily benefit Topeka residents, and all artistic disciplines are eligible. Prior grantees must have submitted their final reports to be eligible for future funding. Applicants must be individuals or organizations based in Topeka, although out-of-city applicants may be considered if the funded activities clearly serve Topeka residents. Projects must align with one of the three grant categories and may incorporate themes such as civil rights history, cultural diversity, social equity, and the revitalization of underutilized spaces. Priority is given to projects within designated cultural districts, including the NOTO Arts & Entertainment District, East Topeka, Downtown Topeka, and others. Applications must be submitted electronically by February 23, 2025, at 11:59 p.m. CST. Late or incomplete applications will not be accepted. The funding performance period runs from January 1, 2025, through March 31, 2026. Expenses incurred outside this window are ineligible for reimbursement. Required documentation includes a detailed project budget, and applicants are encouraged to prioritize spending on artist fees, durable materials, and supplies related to the creative process.
