Grant Description

The Climate Smart for Agriculture Program (CSAP), administered by the Massachusetts Department of Agricultural Resources (MDAR), is a comprehensive capital improvement grant program designed to enhance the sustainability, climate resilience, and operational efficiency of agricultural operations across the Commonwealth. It merges several previously separate MDAR initiatives into a unified application process, namely the Agricultural Food Safety Improvement Program (AFSIP), Agricultural Environmental Enhancement Program (AEEP), Agricultural Climate Resiliency & Efficiencies Program (ACRE), Agricultural Energy Program (ENER), and Agricultural Composting Improvement Program (ACIP). This integration is intended to streamline access to critical funding and to help producers implement meaningful infrastructure upgrades that bolster Massachusetts’ agricultural sector in the face of climate change and resource challenges. The CSAP aims to support farmers in advancing on-farm practices that improve food safety, environmental protection, soil health, water and energy efficiency, and composting. These capital improvement projects must consist of infrastructure, systems, or durable equipment with an expected useful life of at least five years. Examples include solar PV systems, cold storage retrofits, water conservation irrigation, greenhouse energy improvements, aquaculture safety equipment, and composting systems. Projects must yield measurable improvements in resource conservation, environmental stewardship, or operational efficiency and must fall into clearly defined program project areas such as Food Safety, Compost, Environmental, and Energy. The program is open to Massachusetts-based agricultural operations that have been in continuous operation for at least three years on the same property. Early-stage farmers (operating for 1–3 years) are also eligible but may receive lower award ceilings. These applicants must demonstrate a minimum of $10,000 in annual gross sales. Legal site control over the proposed project site is a prerequisite, whether through ownership or a long-term lease. Applicants must also comply with all applicable laws, regulations, and permitting requirements throughout the project lifecycle. Special provisions apply to properties under Agricultural Preservation Restriction (APR), requiring compliance and prior approval from the APR program before contracting. Applications must be submitted online no later than 4:00 PM ET on Thursday, May 7, 2026. Late applications, including those delayed due to technical issues, will not be accepted. Required application components include a completed budget per project area, vendor quotes, and optional documents such as maps, compost registrations, food safety certificates, conservation plans, energy audits, and CO2 savings calculations. All submissions must be made electronically via the Mass.gov application portal. Incomplete applications will be deemed ineligible. Evaluation criteria include project feasibility, alignment with program goals, anticipated outcomes, sustainability, and the applicant’s organizational capacity and financial readiness. Selected applicants must execute a standard Commonwealth of Massachusetts contract and finalize a negotiated Scope of Services before any funds can be disbursed. The CSAP operates on a reimbursement basis, with recipients required to cover 20% of project costs as a cash match. In-kind contributions or funds from other state or federal grants do not count toward this match. The maximum award for established operations is $50,000 per project area, up to $150,000 total. For early-stage applicants, the cap is $10,000 per project area, up to $30,000 total. Awards are expected to be announced in August 2026, with contracts beginning shortly thereafter. All work must be completed by June 30, 2027, with no extensions permitted. This program recurs annually, and based on the May 2026 application deadline, the next cycle is anticipated to open in May 2027.
