The New York State Office of Addiction Services and Supports (OASAS) is offering financial support through the Recovery Residences Request for Applications (SETT 24029). This initiative is a strategic effort to reinforce the continuum of care for individuals recovering from substance use disorders. With a focus on establishing and enhancing certified Recovery Residences, the program aims to ensure safe, supportive, and quality housing options that operate within a peer-supported, community-based framework. These residences do not provide clinical services but are meant to foster a stable environment conducive to long-term recovery. OASAS-certified Recovery Residences are expected to follow a homelike model rooted in the social model of recovery. They must demonstrate a commitment to community-based living and recovery capital development, adhering to a standard code of ethics and linking residents with broader recovery-oriented systems of care. Certification is guided by Part 860 Regulation, and contingent approval is the initial step in a process that includes application submission, site review, and operational readiness verification. Only those residences that have received contingent certification approval are eligible to apply for the one-time enhancement funding. This funding opportunity, totaling approximately $5 million sourced from Opioid Settlement Funds, is structured on a first come, first serve basis. Eligible providers may receive up to $75,000 per certified site, with a maximum of three sites per organization, totaling up to $225,000. The funding is meant strictly for operational enhancements and may not be used for certification preparation or for supplanting existing services or staff. Examples of allowable expenditures include infrastructure improvements, IT and security equipment, peer support programming, wellness services, transportation, furnishings, and staff development activities. However, personal services and fringe benefits are explicitly excluded from allowable uses. Applicants must fulfill several eligibility criteria. They must be nonprofit organizations with current registration and prequalification in the New York Statewide Financial System (SFS), have submitted complete Recovery Residence certification applications, and received contingent approval for each site for which funding is sought. Other administrative prerequisites include a current Vendor Responsibility Questionnaire, registration with the Charities Bureau and the Department of State, and valid workers’ compensation and disability insurance documentation. To apply, organizations must submit a complete application package via email to grants@oasas.ny.gov. Required components include the SETT 24029 Application, budget forms (Attachment 3), conflict of interest assurance (Attachment 4), and executive order compliance documents (Attachments 8–10), along with the contingent certification letter(s) for each site. Applications must meet all checklist items to be considered complete; incomplete applications will be returned with feedback and may be resubmitted, although doing so resets the submission date. Applicants are encouraged to submit a single application for up to three residences to streamline contract administration. Applications are being accepted through 4:00 PM on July 31, 2026, or until funds are exhausted. The contract period will be 18 months, typically beginning 90 days after award notification. Reporting requirements include submission of final expense documentation and a post-expenditure outcomes report. Additionally, while there is no recurring cycle for this opportunity, applicants must take note of internal compliance reviews and reporting expectations during and after the contract period. A non-mandatory applicant conference was held on February 6, 2025, and subsequent resources, including recordings and Q&A summaries, are available for prospective applicants.
