Grant Description

The Distance Learning and Telemedicine Grant Program is administered by the Rural Utilities Service (RUS), an agency within the U.S. Department of Agriculture’s Rural Development mission area. This program is designed to improve access to education and healthcare services in rural communities by supporting the deployment of advanced telecommunications technologies. Since its inception, the program has focused on bridging geographic barriers by enabling rural residents, educators, and healthcare providers to connect with distant resources that would otherwise be unavailable due to location constraints. The primary purpose of the program is to fund projects that expand or enhance distance learning and telemedicine services in rural areas. These services include interactive telecommunications systems that allow for real-time exchange of information, whether for educational instruction or medical consultation. Eligible uses of funding include the acquisition and installation of telecommunications equipment such as video conferencing systems, computer hardware and software, network components, and patient monitoring devices. The program also allows for limited funding toward instructional programming, technical assistance, and broadband infrastructure, provided these costs adhere to specific caps and are integral to the project. Funding is provided in the form of competitive grants, with awards ranging from a minimum of 50000 to a maximum of 750000. For the fiscal year, approximately 27 million dollars is expected to be available, supporting roughly 40 awards depending on the requested funding amounts. Projects are funded for a three-year performance period beginning when funds are released. While grants cannot be renewed, prior recipients may apply for new, distinct projects that differ in scope, service area, or technology. A key requirement of the program is a matching contribution equal to at least 15 percent of the requested grant amount. This match may be provided in cash or eligible in-kind contributions and must directly support approved project activities. Strict procurement and eligibility rules apply to ensure fair competition and appropriate use of federal funds. Certain costs, such as salaries, construction, or general office equipment, are explicitly prohibited, and all expenditures must align with the program’s goal of delivering distance learning or telemedicine services. Eligible applicants include a wide range of entities such as state and local governments, federally recognized tribes, nonprofit organizations, educational institutions, and for-profit entities, provided they demonstrate the ability to deliver services to rural communities. Applicants must also meet federal compliance requirements, including maintaining an active registration in the System for Award Management and ensuring they are not debarred or delinquent on federal debt. Additional requirements may apply for projects involving tribal lands or multi-entity partnerships. Applications must be submitted electronically through Grants.gov and include a comprehensive set of materials such as an executive summary, scope of work, budget, financial sustainability narrative, and technical system plan. The review process is competitive and based on criteria including rurality of the service area, economic need, and the demonstrated benefits and impact of the proposed project. Applications are scored and ranked, and funding decisions are made based on these rankings and available funds. For the current funding cycle, applications opened on May 1, 2026, and must be submitted by June 30, 2026. Awards are anticipated to be announced by September 30, 2026. Applicants are encouraged to seek technical assistance in advance and ensure all submission requirements are met, as late or incomplete applications will not be considered.
