Leading by Example Clean Energy Grant Program - Fleet EVSE Deployment 4.0

The Massachusetts Department of Energy Resources, through its Leading by Example Division, offers the Leading by Example Clean Energy Grant Program - Fleet EVSE Deployment 4.0 to support electric vehicle charging infrastructure for eligible Massachusetts state entities. The program advances the objectives of Leading by Example Executive Order 594, Decarbonizing and Minimizing Environmental Impacts of State Government, which establishes near-term targets for electric vehicle charging stations and state fleet electrification. DOER recognizes that adequate charging infrastructure is necessary to support state fleet managers as they transition vehicles to electric power. The program therefore focuses on Electric Vehicle Supply Equipment availability at state-owned facilities and applicable domicile locations. Eligible state entities may receive a maximum of $300,000 in total grant funds from the program. Entities pursuing domicile EV charging may receive up to $5,000 per domicile location installation for charging element costs and may also receive funding for fees associated with driver or vehicle MoveEV registration and the first year of ongoing MoveEV monthly user fees. Entities may apply more than once, with approved funding dependent on availability. Eligible costs include networked and non-networked Level 1 and Level 2 AC EVSE, portable or plug-in EVSE, Level 1 and Level 2 charging ports, DC fast charging, site assessments, installation, panel upgrades, trenching, submeters, infrastructure upgrades, commissioning, and pre-wiring for additional EV-ready or EV-capable parking spaces. Eligible domicile charging costs may include equipment, installation, certain electrical upgrades, up to three years of maintenance, networking fees, extended warranties, initial vehicle registration, and the first year of user fees associated with electricity reimbursement. Certain prepaid maintenance, network software, data reporting, and extended warranty packages covering up to three years are also eligible. Eligible applicants include Massachusetts state entities subject to the EV and EVSE requirements of Executive Order 594 and other state entities whose fleets are transitioning to electric vehicles. This includes executive branch agencies, non-executive branch agencies, quasi-public authorities, and public institutions of higher education. State-owned facilities and approved domicile locations may qualify subject to applicable program requirements. To apply for and receive funding, an entity must have completed a fleet electrification plan, be actively developing one, or demonstrate that it is moving forward with creating a plan within a reasonable timeframe. Program requirements also address EV purchase or lease commitments, a minimum of two ports per project, pre-wiring recommendations, data collection and sharing, station maintenance minimums, and domicile EVSE requirements. Applicants are encouraged to contact Leading by Example at LBE-Grants@mass.gov before soliciting project quotes or completing an application to confirm entity and project eligibility and funding availability. Applicants pursuing domicile EVSE are required to obtain approval to apply before application submission in accordance with the Domicile Electric Vehicle Charging Policy. For EVSE projects at state-owned facilities, applicants should identify deployment sites and solicit at least three vendor proposals containing the cost information for which funding is requested. Proposals should provide itemized costs for equipment, installation labor and non-labor expenses, up to three years of data and maintenance costs where appropriate, make-ready spaces, and other relevant deployment costs. For domicile charging, Executive Branch agencies must solicit bids from applicable statewide contracts. Applicants must complete Attachment A and include the project costs for which they seek funding. The selected vendor's cost proposal must be attached to Attachment A, and applicants proposing work at leased facilities must provide the attachments required by Section 6 of the Program Opportunity Notice. The complete application and required accompanying materials, which may include EVSE bidder responses and lease terms, must be submitted by email to LBE-Grants@mass.gov. DOER states that it may take up to 90 days from application submission for a final contract to be executed between DOER and the applicant. Applicants are encouraged to notify vendors that their applications are under review so that quotes remain valid. DOER will notify applicants when grants are approved and will work with successful applicants to execute a contract or ISA. Applications are accepted and reviewed on a rolling basis through June 30, 2027, and all applications and relevant attachments must be submitted by email no later than that date. Projects receiving capital funding under the Program Opportunity Notice must also be complete before June 30, 2027, and EVSE deployment projects must be completed within six months of a grant award. Projects must comply with all program requirements contained in the Program Opportunity Notice on COMMBUYS.
