Grant Description

The Truck Access Route Program (TARP) is administered by the Illinois Department of Transportation (IDOT) to support infrastructure improvements that enhance the movement of heavy commercial vehicles across local road systems. The program is designed to assist local governments in upgrading roadway segments to accommodate trucks carrying up to 80,000 pounds, thereby improving freight mobility, supporting economic development, and ensuring safer and more efficient transportation networks. IDOT serves as the funding authority and program administrator, coordinating application review, funding allocation, and oversight of awarded projects. The purpose of TARP is to provide financial assistance for the construction and upgrading of designated truck routes. The program specifically targets roadway sections that connect truck generators, such as industrial or commercial facilities, to existing truck routes or jurisdictional boundaries. It is not intended for routine maintenance or pavement preservation activities, but rather for capital construction improvements that enable roads to meet designated truck route standards. Eligible projects must demonstrate the ability to support increased truck traffic and contribute to regional economic activity. Funding for the FY 2026–2028 cycle totals 21 million dollars, distributed at 7 million dollars annually. Individual project funding is calculated based on a formula of 100,000 dollars per lane mile and 50,000 dollars per eligible intersection. However, funding is capped at 50 percent of total project costs, with a maximum award of 2,000,000 dollars per project. TARP funds may only be used for construction activities and are restricted to projects that are expected to be ready for advertisement within two years of award, ensuring timely implementation. Eligibility is limited to roadway sections that meet specific criteria. Projects must begin at a truck generator, another designated truck route, or a jurisdictional boundary, and must terminate at a designated truck route or jurisdictional boundary. Roadways previously improved with TARP funding before 2016 are eligible for consideration, while those funded between 2016 and 2025 are excluded. Applicants are expected to provide detailed information about the proposed route, including truck usage, surrounding industries, projected growth, and any phased construction plans. The application process requires submission of a completed online application form along with supporting documentation emailed to IDOT. Required attachments include a project location map, photographs of the existing roadway, and a detailed cost estimate. The application also collects information on prior commitments, local economic context, and anticipated benefits. Applicants are encouraged to coordinate with district-level Local Roads and Streets offices for technical guidance during project development. Applications for this funding cycle must be submitted by June 29, 2026. Award notifications are anticipated in Fall 2026. For program-related inquiries, applicants may contact the Local Planning and Programming Manager at IDOT via phone or email. Questions regarding engineering design or project scoping should be directed to the appropriate District Local Roads Field Engineer. The program operates on a recurring basis, with annual solicitations aligned to the state fiscal cycle, providing ongoing opportunities for eligible entities to apply for funding.
