Temporary Assistance for Needy Families Grant Program

The Criminal Justice Coordinating Council is Georgia's State Administering Agency for criminal justice and victims' assistance programs and is responsible for fiscal and programmatic oversight of the Temporary Assistance for Needy Families Grant Program. The Temporary Assistance for Needy Families Grant Program Continuation Request for Applications provides continuation funding for services that promote family stability, economic self-sufficiency, and child well-being for Georgia residents who meet TANF eligibility guidelines. The program is intended to sustain essential services that reduce barriers to independence and promote safety, stability, and employment readiness for families in need. TANF funding also supports Georgia's coordinated statewide response to commercial sexual exploitation of children and domestic minor sex trafficking, including related training, research and evaluation, and coordination of the Georgia Statewide Task Force. Funding is provided through the U.S. Department of Health and Human Services Temporary Assistance for Needy Families Program, with CJCC administering the solicitation. This is a continuation-funding opportunity restricted to the agencies identified in Appendix B of the solicitation. Eligible applicants must be located in Georgia and must be a 501(c)(3) nonprofit organization or public government entity. An applicant must serve as fiscal agent and CJCC point of contact and must assume responsibility for financial, programmatic, and post-award reporting. The solicitation also requires applicants to be certified to receive Local Victim Assistance Program 5 percent funds, recognized as a CJCC-certified Child Advocacy Center in FY25, and, when applicable, certified as a Human Trafficking Victim Assistance Organization. The RFA states that agencies without required certification may apply, but an awarded agency must complete applicable certification requirements before drawing down funds. The applicant must also maintain required federal identifiers and registrations, including an EIN, UEI as requested in the application, and active System for Award Management registration. Allowable expenses include personnel and fringe benefits, business travel compliant with Georgia statewide travel regulations, qualifying equipment, supplies, printing, office space and utilities where permitted, telecommunications, insurance, client assistance and transportation, consultant fees, contractual services, evaluation, training and conference costs, and other approved program expenses. Applicants must provide sufficient budget detail and justification for requested expenses, and all budget line items are subject to CJCC review for allowability, justification, and reasonableness. Funds must supplement existing program resources and cannot supplant funds already appropriated for the same purpose. Prohibited costs and activities include acquisition of land, bonuses or commissions, costs incurred outside the award period, construction and capital improvements, corporate formation, grant preparation fees, certain interest charges, direct grant payments to victims, organized fundraising, political activities, religious teaching or promotion through direct services, and commingling of grant funds. The RFA does not state a required applicant cost share or matching contribution. Applications must be submitted electronically through the IGX Grants Management System by 5:00 p.m. on September 8, 2026. Applicants are directed to select the 2026 TANF CSEC Grant Application from the available opportunities in IGX. The application includes applicant agency information, the agency's UEI and LVAP certification status, designation of a Project Director, Financial Officer, and Authorized Official, agency information concerning human trafficking certification and service areas, language access information, a brief agency or project description, and detailed budget forms. Required attachments include a Budget Narrative, Detailed Budget Worksheet, Organizational Chart, Full Operating Budget, and supporting documentation for budgeted items when applicable. SART protocols, memoranda of understanding, letters of support, and other documents may also be submitted but are not identified as required. The Authorized Official must complete the final certification and change the application's status to submitted. If multiple applications are submitted for the same agency, CJCC will accept only the most recent submission. Applications are reviewed by CJCC staff, the Victim Assistance Grants Committee, and the Council. CJCC may decide at any stage of review not to fund an application or any portion of it, and there is no commitment to fund an applicant at the amount requested. Budget decisions consider allowability, justification, and reasonableness, and CJCC reserves the right to modify or negotiate proposed budgets. Appendix B identifies 12 continuation allocations totaling $846,000, with individual recommended allocations ranging from $40,000 to $186,000. Awards remain dependent on the receipt and availability of grant funds and any requirements or conditions attached to those funds. If appropriated funds are reduced or eliminated, CJCC may terminate or reduce an award. The grant performance period is July 1, 2026 through June 30, 2027. Awarded organizations must comply with extensive financial, programmatic, and post-award requirements. Agencies elect monthly or quarterly Subgrant Expenditure Reports, with monthly reports due on the 30th day following the month in which expenses were incurred and quarterly reports due October 30, January 30, April 30, and July 30 for the corresponding reporting periods. Program data and performance deliverables are generally due within 30 calendar days after each reporting period. Grantees must maintain supporting financial records, participate in required meetings and trainings, complete progress reports and any prescribed Performance Improvement Plan, and cooperate with CJCC monitoring through site visits or desk reviews. Award documents and required forms bearing original signatures must be returned within 45 calendar days of the award date before funds can be requested.
