However, all expenditures must represent new costs and cannot supplant existing state or local funding. For MOUD services, allowable uses include medication costs, staffing, counseling services, equipment, and naloxone distribution to individuals upon release. For education activities, funding is limited to training-related expenses, including overtime or backfill staffing required to enable participation in training programs. Eligibility is restricted to Wisconsin law enforcement agencies that have an established MOUD program in place at the time of application. Agencies that have previously received opioid abatement funds under prior solicitations are also eligible to apply. Applicants must demonstrate compliance with all eligibility requirements at the time of submission, including the provision of all three forms of MOUD for incarcerated individuals. The application process requires submission of a narrative response addressing program design, capacity, experience, priorities, documentation, and sustainability, with a maximum of three pages per activity. Additional required documents include a W-9 form, a detailed budget, and for MOUD applicants, a letter of commitment from a medical provider or partner organization. Applications are evaluated using a 100-point scoring rubric that emphasizes program design, organizational capacity, experience, alignment with grant priorities, completeness of documentation, and sustainability planning. Reviewers assess how well the proposed activities meet the needs of the target population and the broader state context. Awards are granted to applicants with the highest scoring proposals that best align with program objectives and demonstrate the ability to effectively implement and sustain services.
