Applications must be submitted by the local Main Street organization on behalf of an eligible for-profit business that has been operating for at least one year within the designated district. Businesses that have previously received Open 4 Business funding are not eligible to apply again, and employees of the administering agencies and their immediate family members are excluded from participation. Only one application per Main Street program is allowed per funding round. The application process requires submission through the WebGrants system and includes a completed online application, a detailed project budget, and a required video pitch of up to three minutes. The video component is intended to communicate the business’s proposed use of funds and its anticipated impact on the community. Applications must be complete at the time of submission to be considered. Late or incomplete applications are not reviewed. Projects are evaluated based on eligibility, potential impact, innovation, and sustainability. Applications undergo a multi-stage review process conducted by Main Street Iowa and Iowa Economic Development Authority staff. Submissions are scored and ranked, with a subset of applicants advancing to semifinalist status and participating in virtual interviews. Finalists are selected to compete at the state level. Award notifications are expected in mid-June, with exact details provided to selected applicants. Projects may only begin after contracts are fully executed and approved by the administering agencies. Grant funds are distributed on a reimbursement basis, with partial payments available once at least half of the project is completed and documented. Final payment is contingent upon project completion, submission of required documentation, and a final inspection. Grantees must provide budget documentation, invoices, proof of payment, and photographic evidence of progress.
