Purpose of Program: The purpose of the Technical Assistance on State Data Collection program is to improve the capacity of States to meet IDEA data collection and reporting requirements. Funding for the program is authorized under section 611(c)(1) of the Individuals with Disabilities Education Act (IDEA), which gives the Secretary authority to reserve not more than one-half of one percent of the amounts appropriated under Part B for each fiscal year to provide TA activities, where needed, to improve the capacity of States to meet the data collection and reporting requirements under Parts B and C of IDEA. The maximum amount the Secretary may reserve under this set-aside for any fiscal year is $25,000,000, cumulatively adjusted by the rate of inflation. Section 616(i) of IDEA requires the Secretary to review the data collection and analysis capacity of States to ensure that data and information determined necessary for implementation of sections 616 and 642 of IDEA are collected, analyzed, and accurately reported to the Secretary. It also requires the Secretary to provide TA, where needed, to improve the capacity of States to meet the data collection requirements, which include the data collection and reporting requirements in sections 616 and 618 of IDEA. In addition, the Further Consolidated Appropriations Act, 2024, Public Law 118-47, gives the Secretary authority to use funds reserved under section 611(c) of IDEA to administer and carry out other services and activities to improve data collection, coordination, quality, and use under Parts B and C of the IDEA. The Office of Refugee Resettlement (ORR) within the Administration for Children and Families (ACF) anticipates funding for the Refugee Individual Development Accounts (RIDA) Program, which establishes and manages Individual Development Accounts (IDA) for low-income refugee participants. Eligible refugee participants who enroll in these projects will open and contribute systematically to IDAs for specified asset goals, including homeownership, business capitalization, vehicles for educational or work purposes, professional certification, and education (limited to postsecondary and/or continuing education, college entrance exam fees, (Test of English as a Foreign Language (TOEFL) and General Education Diploma(GED) preparation and test fees). Recipient organizations may use ORR funds to provide matches for the savings in the IDAs of up to $3,000 per individual refugee and $6,000 per refugee household.The match mentioned in this announcement does not refer to the award recipient finding additional funds to match funds being provided by the federal government; it is the portion of federal funds to be allocated for matching clients' IDA savings.Recipients will be expected to coordinate their policies and procedures for developing and administering refugee IDA projects with ORR and with the existing refugee IDA network.

The Urban Forestry Catastrophic Storm Grants program, offered by the Wisconsin Department of Natural Resources, aims to support the repair, removal, or replacement of trees within urban areas that have been damaged by catastrophic storm events. A catastrophic storm is defined as damage to urban forests caused by snow, ice, hail, wind, or tornado, for which the governor has declared a state of emergency. This grant is not for damage resulting from insect infestation, disease, forest fire, drought, or flooding. The program's core objective is to aid communities in recovering and restoring their urban forests after severe weather. The primary beneficiaries of this grant program are cities, villages, towns, counties, tribes, and 501(c)(3) organizations in Wisconsin that have experienced damage to their urban forests as a direct result of a declared catastrophic storm event. Private property owners are not eligible for this funding. A key eligibility criterion is that the urban forest damage must have occurred in an area with a minimum of 100 residents per square mile, as determined by the Wisconsin Demographic Services Center based on U.S. Census Bureau data. The impact goal is to assist these eligible entities in mitigating the visual, ecological, and safety hazards posed by storm-damaged trees, thereby contributing to the resilience and health of urban environments. The grant prioritizes costs directly related to damaged tree repair, removal, or replacement within the geographic area covered by the state of emergency. Eligible costs include regular wages and fringe benefits for personnel working on tree-related tasks, as well as expenses for services, supplies, equipment, or facilities used for these activities. Overtime costs are not eligible, and any costs reimbursed by other funding sources, such as federal disaster assistance or insurance, are also excluded. The focus is on documented, reasonable, and necessary expenditures directly stemming from the catastrophic storm. Expected outcomes include the restoration of damaged urban tree canopies, improved public safety through the removal of hazardous trees, and the enhancement of urban environmental quality. Measurable results would involve the number of trees repaired, removed, or replaced, the total acreage of urban forest impacted by grant activities, and the financial investment made in urban forest recovery efforts. The grant's duration is one year, with individual grants ranging from $4,000 to $50,000, providing immediate support for post-storm recovery.

The National Cancer Institute intends to promote a new initiative by publishing a Notice of Funding Opportunity (NOFO) to solicit applications forresearch on the confluence of cancer stigma and HIV stigma in HIV-positive individuals diagnosed with cancer. This NOFO will utilize the R01 grant mechanism (clinical trial optional). Up to six (6) R01 awards are expected to be funded as part of the initiative. Research projects search project will advance the current understanding of the confluence of cancer stigma and HIV stigma among people with HIV (PWH) diagnosed with cancer; assess the impact of these two converging stigmas on cancer outcomes among PWH with cancer; leverage stigma reduction interventions at multiple levels to intervene on modifiable mechanisms of stigma that contribute to negative cancer outcomes among PWH with cancer; and promote research in diverse domestic and international contexts, focusing on regions in which the HIV-cancer burden is elevated. The NOFO is expected to be published in late Summer 2024 with an expected application due date in late Fall 2024. The purpose of the Lead Hazard Reduction Capacity Building Grant Program is to assist states; Federally recognized Native American Tribes that have an U.S. Environmental Protection Agency-authorized lead abatement certification program; cities, and counties/parishes, or other units of local government which have either not received a direct HUD lead hazard control grant or were a previous grantee that has a demonstrated need to rebuild capacity within their jurisdiction. Rebuilding capacity may be necessary for jurisdictions that have diminished infrastructure and capacity due to extenuating circumstances such as COVID, loss of experienced staff, or other factors that have negatively impacted the capacity necessary to undertake comprehensive programs to identify and control lead-based paint hazards. Current grantees that have an active period of performance are not eligible to apply.The program will help applicants with developing and expanding the infrastructure necessary to undertake comprehensive programs to identify and control lead-based paint hazards in eligible privately owned rental or owner-occupied housing. The capacity objectives to ensure the successful implementation of a lead hazard control grant program relies on the following implementation of several key program components listed below.Build local capacity to determine the prevalence of childhood lead poisoning among children under six years in the targeted community(ies);Build local capacity to safely and effectively address lead hazards during lead hazard control and renovation, remodeling, and maintenance activities by integrating lead-safe work practices;Developing and implementing procedures/guidelines for program activities that include program intake of potential program participants and establishing a system, or process that will facilitate lead-safe units to be affirmatively marketed to families with young children, such as advertising available units to such families where lead-based paint hazards have been controlled;Hire qualified staff with experienced organizational management and financial capacity to immediately execute the program upon receipt of a grant award;Promote collaboration, data sharing, and targeting between health and housing departments;Developing key partnerships/subgrantees such as: faith-based, health departments, coalitions, or other community-based organizations;Integrating strategies to incorporate lead hazard control into existing housing repair programs; (e.g., housing rehabilitation, local housing ordinance, property maintenance, weatherization, housing-related health hazard interventions, and energy conservation activities);Obtaining high quality data to target resources where need is greatest; andDeveloping systems for sustaining a lead hazard control program after successful completion of a capacity building grant program.
